The Employment Program Manager role at RISE Services Delaware represents a pivotal leadership opportunity within an evolving program dedicated to expanding impactful employment services in the community. This part-time position, with flexible weekday hours aligned to client, employer, and program needs, is designed to transition into a full-time leadership role as the program expands. The position requires regular travel across Delaware and mandates working from the Delaware office and community settings, ensuring direct and personalized service delivery. The Employment Program Manager serves as a working supervisor who balances maintaining an active client caseload— dedicating approximately 75% of work hours to direct billable services— with a range of leadership responsibilities including supervising Employment Specialists, developing and sustaining referral relationships, advocating for clients at community and employer meetings, and driving program growth.
Key responsibilities encompass direct service delivery such as career exploration, job development, job placement, job coaching, workplace integration, and employment retention services aligned with applicable program requirements. The Manager will take ownership of daily service operations, act as the primary contact for Delaware clients and stakeholders, and identify service gaps impacting successful employment outcomes. Leadership duties involve staff supervision, including conducting check-ins, coaching, caseload management, performance management, and supporting onboarding and training. Strategic efforts focus on referral and program development through networking with community organizations, employers, schools, and families, increasing service awareness and client intake, and expanding service reach to underserved areas.
Compliance and quality assurance are vital facets of this role, requiring meticulous service documentation, adherence to reporting and billing standards, audit readiness, and protection against billing losses. The Manager will monitor client employment outcomes to assess program effectiveness, participate in quality improvement activities, and implement best practices. Job Requirements
- Bachelor’s degree in human services, social work, counseling, rehabilitation, psychology, education, or a related field with at least three years of experience in supported employment or vocational rehabilitation
- or high school diploma or equivalent with at least five years of relevant experience
- previous supervisory or team-lead experience preferred
- knowledge of supported employment, job development, job coaching, and employment-retention practices
- strong staff supervision and accountability skills
- ability to establish and maintain community and referral relationships
- thorough understanding of service documentation and compliance requirements
- excellent communication and organizational skills
- ability to handle multiple tasks and deadlines

Job Qualifications
- Bachelor’s degree in human services, social work, counseling, rehabilitation, psychology, education, or a related field, with at least three years of experience in supported employment, vocational rehabilitation, disability services, or a related program
- High school diploma or equivalent, with at least five years of experience in supported employment, vocational rehabilitation, disability services, or a related program
- Previous supervisory, team-lead, or staff-mentoring experience is strongly preferred
- Knowledge of supported employment, job development, job coaching, and employment-retention practices
- Demonstrated ability to supervise staff and hold team members accountable
- Ability to develop referral relationships and represent the organization at community meetings
- Strong understanding of service documentation, compliance, authorizations, and billable service requirements
- Excellent written and verbal communication skills
- Strong organizational, time-management, and problem-solving abilities
- Ability to manage competing priorities and meet required deadlines
- Ability to work independently while maintaining reliable communication with off-site leadership
- Proficiency with Microsoft Word, Excel, email, and web-based documentation or case-management systems
- Valid driver’s license, reliable personal vehicle, and required automobile insurance
- Ability and willingness to travel throughout Delaware
- Ability and willingness to transport clients when required
- Ability to successfully complete all required background checks, screenings, and training
Job Duties
- Maintain an active caseload and ensure approximately 75% of weekly work hours are billable
- Provide direct, in-person supported employment and vocational services in accordance with applicable program requirements
- Assist individuals with career exploration, job development, job placement, job coaching, workplace integration, and employment retention
- Meet with clients in the office, at their homes when appropriate, at workplaces, and in other community settings
- Attend meetings involving clients, families, employers, referral partners, and funding agencies
- Develop relationships with employers and identify competitive, integrated employment opportunities
- Provide backup client coverage during staff shortages, call-outs, vacancies, or other service gaps
