The District Manager role at WM is a critical leadership position responsible for managing the day-to-day collection operations of multiple sites within a single Line of Business. This role primarily oversees two sites located in Lathrop and Altamont, requiring regular travel between locations to ensure smooth and efficient operations. The District Manager functions much like managing a high-volume manufacturing facility, with an environment characterized by unpredictable and fluctuating raw materials that require adaptive management to maintain continuous production processes effectively. The role demands strong operational oversight regarding biological systems, reflecting WM's involvement in composting and related environmental processes.

Key responsibilities for this position include establishing and maintaining performance and productivity metrics, managing cost processes, and overseeing budgets with accountability for P&L. The District Manager provides direct supervision and support to Operations Managers and Supervisors to promote safety, service quality, and cost efficiency. Additionally, this role serves as the main point of contact for compliance with state environmental agencies such as CalRecycle, BAAQMD, and the EPA, ensuring adherence to composting regulations like Title 14. The manager will implement preventative safety measures, conduct thorough investigations of injuries and incidents, and follow through with coaching and retraining as needed.

Operational expertise is essential, especially knowledge of "yellow iron" equipment including loaders, grinders, screeners, and windrow turners, as well as a sound understanding of composting methods such as Aerated Static Pile (ASP) versus Windrow methods. The District Manager is tasked with optimizing processes from the tipping floor to the finished product to prevent costly backlogs and ensure maximum equipment utilization. Personnel management responsibilities include hiring, coaching, disciplining, training, evaluating performance, and making key decisions around promotions, compensation, and terminations.

Strategic and tactical planning is a major component of the role, working closely with senior leadership to formulate short and long-term goals aligned with corporate objectives.
