Director of Development Services

Crandall is a vibrant city located 30 minutes southeast of downtown Dallas in Kaufman County, Texas. Kaufman County is recognized as the fastest-growing county in Texas and the second fastest-growing county in the United States. The population of Crandall has nearly doubled since 2020 and continues to expand at an impressive rate of almost 8 percent annually. This growth is driven by significant residential development as national home builders break ground on thousands of new homes. In response to this rapid expansion, Crandall is investing heavily in infrastructure improvements, public safety enhancements, and the development of community amenities that a fast-growing population demands.

The City of Crandall is seeking to hire a Development Services Director to lead the management and strategic growth of its development services. This is a senior leadership role that reports directly to the City Manager and carries full responsibility for several critical city functions. These include planning, zoning, permitting, inspections, code enforcement, and overseeing special districts such as Tax Increment Reinvestment Zones (TIRZ) and Public Improvement Districts (PIDs), which are vital in financing Crandall’s future growth and development.

You will recruit, train, and cultivate a high-performing team of planning, permitting, inspections, and code enforcement staff, setting a high bar for customer service excellence. Moreover, you will play a strategic role in updating the city’s Comprehensive Plan, monitoring legislative developments, and recommending regulatory updates that support sustainable growth.

Success in this role means establishing strong credibility with leadership, the development community, and your team, enhancing the speed and consistency of development review processes, advancing comprehensive planning initiatives, and improving the administration of special districts like TIRZ and PID. This full-time position offers a competitive salary range from $85,000 to $100,000, commensurate with qualifications and experience.
