The role of Director of Clinical Programs at the Harbor Light Center is a pivotal leadership position that demands a combination of clinical expertise, strategic vision, and operational acumen. This full-time exempt role reports directly to the Executive Director and involves managing a diverse portfolio of clinical programs that support individuals on their recovery journeys. The Director leads a team of licensed clinicians and program leaders while fostering a high-performing, collaborative environment. Emphasis is placed on compassionate, integrity-driven care that complies with regulatory and accreditation standards including CARF and DASA. This position also entails significant responsibilities such as overseeing clinical staff and programs including outpatient services, rehabilitation units, minority addiction treatments, and recovery homes.

Additionally, the Director acts as a liaison between The Salvation Army and relevant external agencies including public health departments, government funders, and community partners, ensuring effective communication, contract compliance, and program enhancement. This includes managing program budgets, monitoring funding outcomes, overseeing billing and insurance credentialing, and ensuring the optimal use of electronic record systems. The role involves continuous program evaluation through case file reviews, client satisfaction surveys, curriculum assessments, and focus groups to promote quality improvements and client-centered care.

The ideal candidate is passionate about behavioral health services and community impact, with at least eight years of experience in social work, including a minimum of three years in a supervisory or administrative role within substance abuse or psychiatric settings. Job Requirements

  • graduate degree from an accredited school of social work or psychology with LCSW, LCPC or CADC

Job Duties

  • manage treatment programs within regulations, policies, and budget
  • supervise clinical and administrative staff including training and evaluation
  • oversee program budgets and assist in annual budget preparation
  • represent organization with agencies ensuring communication and contract compliance
  • monitor program outcomes for city and state grants
  • ensure full utilization of electronic systems

  • study client satisfaction surveys and update programs accordingly

  • lead Review Board and participate in management and strategic committees
