Job Description

The role of a Quality Assurance Inspector in Development Infrastructure Construction is essential to maintaining the structural integrity and safety of municipal projects. Under general supervision, the individual will conduct and document daily quality assurance testing for development infrastructure construction sites. This involves testing and inspecting water, sewer, and paving elements to verify compliance with plans, specifications, and both state and federal regulations. The position provides critical oversight by conducting regular inspections and offering guidance to contractors, engineers, and developers concerning construction irregularities and corrective measures. It requires a balance of technical proficiency and interpersonal skills to manage interactions and resolve disputes among stakeholders effectively.

This full-time position expects candidates to have at least a year of experience related to engineering environments, public works construction, inspection, or other large-scale construction projects. Moreover, the role requires specific technical certifications and the ability to obtain additional licenses with the city's support, such as the TCEQ Class C Water License and Level 1B Roadway Certificate. Knowledge in materials lab testing, soils, aggregates, concrete, asphalt paving, and water and wastewater testing is vital. The position involves hands-on work with specialized equipment, including nuclear density gauges and concrete testing tools, ensuring all materials and processes meet quality standards.

The Quality Assurance Inspector will conduct feasibility analyses by interpreting and visualizing engineering design plans, identifying potential issues before or during construction phases. They must demonstrate strong communication skills to convey construction status and challenges effectively, both orally and in writing, to a variety of audiences ranging from the general public to technical personnel. This role also involves collaboration and innovation by encouraging new approaches to complex construction issues and process improvements that increase efficiency.

Physically, the role demands considerable endurance and mobility, including lifting weights up to 50 pounds, frequent standing and walking, climbing ladders or scaffolding, and working near excavation sites. Inspectors must coordinate movements to operate vehicles, measuring devices, and laboratory equipment safely and accurately.

Job Requirements

Job Duties

  • Conducts daily quality assurance testing and inspections of assigned development projects to ensure compliance by contractors to plans, specifications, state and federal law
  • Documents completion of development construction projects for conformity to City of Lubbock minimum design standards and specifications
  • Provides information to contractors, engineers, and developers regarding construction irregularities and appropriate corrections
  • Consults and advises developers, contractors, and engineers of requirements needed to pass inspection
  • Establishes and maintains effective working relationships with contractors, engineers, and City staff
  • Answers questions and assists with dispute resolution among engineers, contractors, and the public
  • Inspects materials used in the construction of subdivisions to conform with the City of Lubbock engineering minimum design standards and specifications
  • Collects and performs materials lab testing
  • Performs related duties as directed
