Joe Bland Construction LLC (JBC) and its affiliate Central Texas Stone and Aggregate, LLC (CTSA), are established industry leaders based in Austin, Texas. JBC is a trusted general contractor specializing in subdivision site improvements, utility distribution, road and bridge construction, and street paving. With over 25 years of experience, the company has developed a robust reputation for delivering high-quality infrastructure projects. CTSA complements this by operating a quarry and aggregate mining business that supplies crushed limestone and base materials throughout Central Texas. Combined, these entities generate annual revenues exceeding $200 million and manage assets valued over $130 million, demonstrating significant operational scale and market impact.

The Controller role at JBC and CTSA is a senior leadership position reporting directly to the Chief Financial Officer (CFO). This position requires a hands-on, seasoned professional who can lead the accounting operations across the consolidated entities while actively engaging in the technical work. Unlike a pure managerial role, this player-coach seat expects the Controller to own core financial processes including month-end close, audit management, and technical accounting tasks. The Controller will lead a dedicated and experienced accounting team of approximately eight professionals, providing both leadership and direction while personally handling complex accounting functions.

Joe Bland Construction LLC is at an inflection point, transitioning from a family-owned business to a more professionalized organization as it scales its operations. The incoming Controller will play a pivotal role in this transformation by driving process improvements, enhancing reporting accuracy, and strengthening internal financial controls. This transition includes compressing the monthly close process, with the goal of reducing the current three-to-four-week close cycle to about ten days. The Controller will also lead the migration to a new enterprise resource planning (ERP) system, CMiC, slated for go-live in the fourth quarter. This migration represents a critical upgrade to the company’s technology platforms, requiring the Controller to be the primary administrator and power user of CMiC.

Beyond close management and technology leadership, the Controller will focus on strengthening the finance team's capabilities. This involves coaching and developing staff accountants and building succession depth to ensure continuity within the finance function. The role also supports the institutionalization of financial discipline across the organization by partnering with the CFO and ownership to enhance board formation and prepare for potential future capital events.

Key responsibilities span multiple critical areas: financial reporting and consolidation of statements between the two legal entities; managing revenue recognition compliant with ASC 606, including construction-specific percentage-of-completion accounting; overseeing fixed asset accounting, lease administration per ASC 842, and debt covenant monitoring. Tax and regulatory compliance are integral, including managing Texas sales and use tax returns and franchise tax filings.

The Controller will also act as the primary liaison for the annual external audit process, working closely with external auditors and advisors. Additionally, overseeing accounts receivable, accounts payable, billing, collections, payroll approvals, and inventory accounting fall under this role’s domain. Leadership responsibilities include managing a multi-disciplinary accounting team, enforcing effective internal controls, and supporting the CFO with financial analysis, modeling, and ad hoc reporting. The Controller is a resource for operations and project management teams to resolve job costing and billing queries.

Job Requirements

Job Duties

  • Support CFO on financial analysis and reporting
