This Continuity Management and Program Analyst contractor position is designed to enhance the U.S. Department of Commerce’s continuity planning and execution capability, ensuring the Department remains prepared to conduct its essential missions under all threats and conditions. The role is situated within the Department’s Office of Security, Insider Risk and Continuity (OSIRC), specifically supporting the Director of the Continuity, Policy, and Operations Program Office (CPOPO). The CPOPO is responsible for implementing continuity policies and procedures that serve a diverse workforce of approximately 50,000 Department personnel nationwide.

The contractor will focus initially on updating and rewriting the Department-level Continuity of Operations Plan (COOP), a critical document that enables the Department to maintain operational functionality in crisis scenarios. This role is crucial to the Department’s resilience as it involves assessing current continuity plans, identifying gaps, and implementing improvements through detailed analysis and collaboration across multiple bureaus. As a mid- to senior-level Continuity Manager, the ideal candidate will be versed in Presidential Policy Directive 40 (PPD-40) and FEMA Federal Continuity Directives (FCDs), possess strong technical writing and communication skills, and demonstrate a high level of organization and professionalism.

Work is performed in a dynamic office environment located at the Commerce Headquarters in Washington, DC, including unclassified and Sensitive Compartmented Information Facility (SCIF) settings. While primarily onsite, occasional travel to Department continuity facilities and interagency meetings may be necessary. The role requires leveraging advanced continuity planning processes, developing training content for employees, and coordinating with interagency partners. Strong interpersonal skills for effective collaboration with staff at varying levels, from entry to senior leadership, are essential.

Job Requirements

  • Bachelor of Science degree in related discipline or equivalent experience
  • at least 4 years’ COOP/COG experience
  • minimum 1 year supervisory experience
  • active Top Secret clearance with SCI crossover eligibility
  • experience with PPD-40 and FEMA FCDs
  • excellent communication and organizational skills
  • ability to work onsite in Washington, DC
  • dependable personal transportation for occasional travel to continuity facility
  • ability to lift up to 10 pounds occasionally
  • able to walk and move throughout federal buildings
  • US citizenship

Job Qualifications

  • At least 4 years’ COOP/COG experience with or supporting federal executive department headquarters, with at least 1 year in a supervisory role
  • active Top Secret security clearance with SCI crossover eligibility
  • knowledge of Presidential Policy Directive 40 (PPD-40) and FEMA Federal Continuity Directives (FCDs)
  • experience in continuity planning processes spanning the four phases of continuity
  • strong MS Word skills
  • highly organized with the ability to connect the dots in fast-moving situations
  • strong written and verbal communication skills
  • effective coordinator and collaborator with staff at multiple levels
  • dependable personal transportation

Job Duties

  • Serve as a continuity management and program analyst supporting the development and implementation of the Headquarters and Department-wide Continuity of Operations (COOP) program
  • assess and update the Department Headquarters COOP plan
  • write, develop, and review written documentation of contingency plans and procedures
  • make recommendations to improve resilience through investments addressing challenges and gaps
  • evaluate effectiveness of continuity and emergency management programs and implement approved initiatives
  • assist in preparing materials for the Department's Continuity of Government (COG) mission
  • assist in staffing and tracking interagency and National Security Council taskings
  • develop content for an online COOP Awareness Training program
  • attend interagency and internal continuity and emergency management working groups
  • deploy via personal vehicle to Commerce continuity facility as required
