Job Description

The position available is for a Community Manager responsible for overseeing the daily operations, financial health, and leadership of multiple multifamily housing communities. Specifically, this role will be situated at a senior historic 95-unit apartment building located in Cape Fear, Wilmington, NC. The Community Manager will ensure the property operates efficiently, maintains high economic occupancy rates, meets budget targets, and delivers an exceptional resident experience. Working Monday through Friday from 8 am to 5 pm, the ideal candidate will earn a competitive salary ranging from $68,000 to $70,000 annually.

This position entails comprehensive oversight of property management operations consistent with HUD regulations and company policies. The Community Manager will conduct property inspections, maintain compliance with federal and local laws including Fair Housing and ADA, and ensure all property records are meticulously organized. Financial management duties include preparing and controlling budgets, managing cash flows through rent collection, and assisting with investor reporting, ensuring the financial viability of the property.

The role also demands strict adherence to HUD compliance requirements, including handling resident certifications and recertifications according to HUD Handbook 4350.3, managing TRACS, EIV, MOR, REAC reporting, and promptly addressing audit findings to retain high compliance scores. Leasing and marketing responsibilities involve maintaining high occupancy levels through proactive strategies and complying with HUD and Fair Housing guidelines in all promotional efforts.

Resident relations are vital in this role, where fostering a welcoming and positive community environment leads to increased satisfaction and retention. The Community Manager will address resident concerns swiftly and manage resident engagement activities to maintain strong community ties. Additionally, supervising, recruiting, and training on-site staff, conducting performance reviews, and promoting a positive culture aligned with company values are essential leadership responsibilities.

Job Requirements

  • 3+ years of experience as a community manager or higher in multifamily housing

Job Duties

  • Oversee the day-to-day operations of the property in accordance with HUD regulations and company policies
  • ensure compliance with all applicable federal, state, and local laws including Fair Housing, ADA, and Equal Employment Opportunity
  • maintain organized, accurate, and complete property records and files both physical and digital
  • conduct regular property inspections to ensure curb appeal, safety, and upkeep standards are met
  • prepare and manage annual property budgets, monitor monthly financial reports, and control operating expenses
  • collect rents, enforce lease terms, and monitor delinquencies to ensure consistent cash flow
  • approve and code invoices in line with company procedures
  • assist with investor and ownership reporting as needed
  • ensure compliance with HUD regulations including TRACS, EIV, MOR, REAC, and other reporting requirements
  • oversee resident certifications and recertifications in accordance with HUD Handbook 4350.3
  • maintain knowledge of current HUD rules, updates, and notices affecting property operations
  • work closely with compliance teams and auditors to maintain strong scores and correct findings promptly
  • maintain high occupancy through proactive marketing and resident retention strategies
  • oversee leasing activities including tours, application processing, eligibility determinations, and move-in/move-out procedures
  • ensure all advertising and leasing materials comply with HUD and Fair Housing guidelines
  • foster a positive community environment that promotes resident satisfaction and retention
  • respond promptly and professionally to resident concerns, maintenance requests, and complaints
  • coordinate resident engagement activities and maintain good communication with tenants
  • recruit, train, and manage on-site staff including leasing, maintenance, and administrative personnel
  • conduct regular performance reviews and ensure team members meet performance expectations
  • promote a positive and professional team culture aligned with company values
