The role of Affordable Community Manager at Fairfield provides a unique leadership opportunity overseeing the operations of Valley Ridge, an affordable housing community consisting of 192 units. This position is pivotal in managing property operations, financial performance, and compliance with Low-Income Housing Tax Credit (LIHTC) and Department of Housing and Urban Development (HUD) programs. The Community Manager leads a team to ensure outstanding resident satisfaction while maintaining regulatory compliance and strong relationships with housing authorities. The ideal candidate will be bilingual in English and Spanish, reflecting Fairfield's dedication to serving diverse communities. With an estimated annual salary range of $74,260 to $80,580, this exempt position also includes a $1,500 sign-on bonus, paid after 90 days of employment for eligible new associates.
In this leadership role, the Community Manager is tasked with recruiting, coaching, and motivating a high-performing property management team while ensuring compliance with company policies and procedures. Financial accountability is a key responsibility, including ownership of the operational budget and implementing cost-saving strategies to optimize performance. Additionally, the manager oversees compliance efforts for LIHTC and HUD regulations, prepares for REAC inspections when necessary, and maintains a keen understanding of federal, state, and local housing laws to uphold fair housing standards.
A critical aspect of the role includes driving tenant satisfaction by developing retention strategies, addressing resident concerns professionally, and representing Fairfield as a trusted community partner. The position requires experience in property management, budget development, and using property management software such as Yardi. Leadership skills and prior experience managing staff are highly valued, as is a strong knowledge of IRS 8823 guide and HUD 4350.3 Manual. The Community Manager also plays a crucial role in maintaining occupancy rates and net operating incomes, contributing directly to the success and sustainability of the property.

Job Requirements
- High school diploma or equivalent required
- Bachelor’s degree preferred
- Industry certification preferred
- Housing Credit Certified Professional (HCCP) designation preferred
- Certified Credit Compliance Professional (C3P) designation preferred
- Certified Occupancy Specialist (COS) or Certified Professional of Occupancy (CPO) designation preferred if HUD property
- Valid driver’s license is required
- Minimum of three years of property management experience
- Minimum of three years LIHTC experience
- Experience using Microsoft Outlook, Word, and Excel
- Prior experience preparing for REAC inspection as needed for HUD properties
- Experience in a leadership position and managing a staff preferred
- Experience using Yardi or other related property management software
- Experience in writing and maintaining budgets
- Strong understanding of federal, state, and local fair housing laws and provisions
- Strong knowledge of IRS 8823 guide and HUD 4350.3 manual
- Ability to read and understand regulatory agreements
- Previous track record of maintaining occupancy and net operating incomes in multi-family property management positions
- Bilingual in English and Spanish is required
