Job Description

The Commissary Officer position is a critical role within the federal retail food management sector, primarily responsible for overseeing all aspects of commissary operations. Commissaries serve as retail food stores for military personnel, government employees, and their families, ensuring access to quality groceries, meats, produce, and other food items at reduced prices. These establishments are vital for providing convenient and cost-effective food retail services in various government or military installations. Given this importance, the Commissary Officer plays a key role in managing day-to-day operations, supervising staff, and maintaining high standards of service, quality, and efficiency in the commissary.

The hiring organization behind this role is a federal government entity charged with managing retail food stores, including commissaries, ensuring these operations meet both regulatory standards and customer expectations. This position is categorized under an "Other" employment type within the federal service framework. The salary and grade levels span GS-11 through GS-14, reflecting different experience and education qualifications, with incremental responsibilities and pay commensurate to each level.

The Commissary Officer's duties encompass comprehensive managerial functions such as overseeing multiple departments within the commissary, including grocery, meat, produce, and deli-bakery sections where applicable. These duties involve managing all facets of retail food merchandising, procurement, distribution, operational policies, and technical advice to ensure smooth functioning. They exercise full supervisory authority over store employees, managing their performance and ensuring compliance with policies and standard operating procedures.

Applicants must thoroughly understand the qualifications and requirements needed for these grade levels, including a combination of specialized experience and education. Specialized experience includes managing retail food environments, understanding procurement and food merchandising principles, retail store management techniques, and knowledge of developments in commercial food store operations and equipment. The role demands strong interpersonal skills and experience in retail store management, vital competencies to manage not only processes but also teams effectively.

The federal government values diverse experience, including paid and unpaid work or volunteer efforts in related fields, supporting a broad interpretation of specialized experience. In addition, educational credentials such as graduate degrees in business administration, public administration, agricultural economics (specifically food industry management), or related fields can supplement specialized experience at certain grade levels. This is particularly relevant for positions at the GS-11 level, where applicants may qualify through education, experience, or a combination of both. Transcripts and proof of education are rigorously required to verify qualifications.

Time-in-grade and competitive appointment requirements add another layer of eligibility, especially for current or former federal employees seeking promotion. These stipulations ensure that candidates have the requisite duration of service at specified grade levels to qualify for advancement, maintaining standards of experience and competency.

This role is exempt from the Fair Labor Standards Act (FLSA), indicating it is a salaried managerial position not eligible for overtime except for occasional instances. There is no bargaining unit coverage, and recruitment or relocation incentives are not offered. Applicants should also note the conditions related to obligated positions, where the former incumbent may return, influencing the permanency of the role.

In summary, the Commissary Officer is a vital management position within the federal retail food store system, offering candidates an opportunity to contribute significantly to food retail operations supporting government and military communities. This position requires proven management and retail expertise, along with a commitment to excellence in customer service and operational efficiency.
