Job Description
The Baker Center for Children and Families, also known as Judge Baker Children’s Center, is a leading organization dedicated to promoting the best possible mental health outcomes for children and families. Integrating research, intervention, training, and policy efforts, the Center plays a critical role in child welfare across Massachusetts. It operates the Massachusetts Child Abuse Emergency Line, a vital statewide emergency response system in partnership with the Massachusetts Department of Children and Families (DCF). This Emergency Line is accessible 24 hours a day, 7 days a week, and 365 days a year, responding to over 70,000 calls annually. The Emergency Line ensures the protection and safety of children across the commonwealth by addressing reports of child abuse, neglect, and missing children with utmost urgency and care.
The Clinical Hotline Supervisor position is a full-time role based remotely with occasional in-person meetings. The Supervisor plays a pivotal role in overseeing the Telephone Screeners during shifts, ensuring the completion of accurate and detailed reports regarding allegations of child abuse, neglect, and missing children, all in strict accordance with DCF and Emergency Line policies. This leadership role involves real-time collaboration with Telephone Screeners, guiding critical thinking and fact-gathering processes in complex cases that require clinical decision-making and potential intervention to protect vulnerable children.
Beyond on-shift supervision, the Clinical Hotline Supervisor is responsible for providing individual supervision to up to five full-time equivalent Telephone Screeners, facilitating their professional development, and ensuring adherence to protocols. The role includes participation in team meetings, staff trainings, and organizational committees aimed at continual improvement of the Emergency Line’s service quality. Supervisors manage shift tasks collectively with their team to promote efficiency and quality, contribute to quality management activities including call and report audits, and maintain professional, calm, and supportive communication with both staff and callers. This position is classified as essential, requiring availability to work during weather-related or other emergencies that may impact operations.
The work schedule includes shifts on Sundays, Mondays, Wednesdays, Fridays, and every other Saturday, with certain days off during the week. Job Requirements
- Master’s degree in social work or related field
- Massachusetts’ social work license (any level)
- Minimum of two years of experience working in child welfare
- Proficiency with Microsoft Office, specifically Word
- Comfortable learning new technical systems as needed

Job Duties
- Complete comprehensive 6-week training program for Telephone Screeners and 6-week training program for Supervisors
- Manage shift tasks collaboratively with team members to effectively promote quality and efficiency
- Review reports of alleged child abuse and/or neglect, reports of missing or absent children, and memos in accordance with DCF and Emergency Line policies, procedures, and priorities
- Coordinate emergency intakes and responses with DCF On-Call Supervisors
- Maintain a professional, non-judgmental and non-confrontational demeanor with Telephone Screeners and callers
- Assist Screeners under stress utilizing crisis intervention and de-escalation techniques when needed
- Develop strong working relationships with DCF, and internal and external stakeholders
- Deliver training for new Telephone Screeners and Supervisors on shift
- Provide individual supervision off-shift for up to five FTE Telephone Screeners according to protocol
- Perform quality management activities including, but not limited to, call and report audits for supervisees
- Participate in shift-review of certain emergency and non-emergency reports as needed
- Participate in departmental trainings and staff meetings as well as organization-wide committees and activities
- Work collaboratively with team members to ensure all shifts are covered
- This is considered an "essential employee" position and may require work during weather-related and other local, regional or statewide emergencies
