The role of Clinic Manager for the Health Access Point (HAP) Program at Rafiki Coalition is a critical leadership position responsible for overseeing the daily administrative, operational, and compliance activities of the HAP clinic. This position ensures the clinic's smooth functioning while aligning service delivery with program objectives and supporting staff members to provide high-quality, culturally sensitive care. The Clinic Manager acts as a vital liaison linking clinical staff, operations, and organizational leadership to facilitate effective communication and coordination. Key responsibilities include managing clinic operations such as scheduling, patient flow, space utilization, and service coordination. The manager also ensures that clinic policies, procedures, and workflows are consistently and effectively implemented while identifying areas for operational improvement that enhance efficiency and patient experience. In addition to managing specimen collection workflows, the Clinic Manager handles supply management and maintains infection control standards. Programmatically, they support the implementation and administration of the HAP Program, ensuring compliance with relevant grant and organizational requirements and maintaining accurate documentation and reporting. Staff supervision is another critical aspect of the role, requiring the Clinic Manager to onboard, train, and support both licensed and non-licensed personnel, fostering a collaborative and respectful clinic culture. The position demands stringent compliance and risk management oversight, including adherence to OSHA Bloodborne Pathogens Standards, confidentiality regulations, proper biohazard handling, and readiness for audits or inspections. The Clinic Manager also champions a trauma-informed, client-centered clinic atmosphere, addressing patient concerns in collaboration with clinical leadership and coordinating effectively with internal and external partners. Financial responsibilities include tracking budgets, managing purchasing, and ensuring the availability of necessary supplies, equipment, and facility resources. This role is 100 percent onsite and may require occasional weekend work; it involves working in environments where exposure to potentially infectious materials can occur, necessitating adherence to universal precautions and use of personal protective equipment. Job Requirements

  • Bachelor's degree in health administration, public health, social services, business administration, or a related field, or equivalent experience
  • Minimum of 3-5 years of experience in clinic, healthcare, or human services operations
  • Demonstrated experience in administrative and operational management
  • Strong organizational, communication, and problem-solving skills
  • Knowledge of confidentiality, privacy, and compliance standards applicable to healthcare or behavioral health setting
  • Knowledge of OSHA Bloodborne Pathogens Standard and infection prevention protocols
  • Experience overseeing clinical safety compliance in a healthcare or community clinic setting

Job Duties

  • Oversee daily clinic operations, including scheduling, patient flow, space utilization, and coordination of services
  • Ensure clinic policies, procedures, and workflows are implemented consistently and effectively
  • Identify operational gaps and recommend improvements to enhance efficiency, quality, and patient experience
  • Oversee operational workflows for specimen collection services, including finger-stick testing, oral swabs, and other point-of-care screening procedures
  • Ensure appropriate space setup, privacy, infection control standards, and patient flow for specimen collection activities
  • Coordinate supply management for testing materials, sharps containers, biohazard disposal, PPE, and related equipment
  • Support implementation and ongoing administration of the HAP Program in alignment with organizational goals and grant or funding requirements
  • Maintain accurate program documentation, reports, and records
  • Coordinate with leadership on program planning, timelines, and deliverables
  • Supervise and support clinic administrative staff and, where applicable, non-licensed program staff
  • Assist with onboarding, training, scheduling, and performance support for clinic team members
  • Foster a collaborative, respectful, and mission-aligned clinic culture
  • Monitor proper labeling, storage, transport, and chain-of-custody procedures for specimens in accordance with regulatory and laboratory requirements
  • Ensure compliance with OSHA Bloodborne Pathogens Standard (29 CFR 1910.1030), federal, state, and local laws and regulations, including California health, privacy, and workplace requirements
  • Support and maintain adherence to confidentiality, documentation, and record-keeping standards
  • Serve as a point of contact for operational issues related to audits, inspections, or compliance reviews
  • Monitor proper handling, labeling, storage, and disposal of biohazardous waste and sharps in accordance with state and local requirements
  • Support a welcoming, trauma-informed, and culturally responsive clinic environment
  • Address client concerns or operational issues in collaboration with clinical leadership
  • Coordinate with internal departments and external partners as needed to support service delivery
  • Assist with budget tracking, purchasing, and resource allocation for clinic operations
  • Monitor supplies, equipment, and facility needs to ensure continuity of services
