The Agency's ownership and governance structure are shaped and overseen by a dedicated Board of Commissioners, which guides its strategic direction and policies. Key organizational values promoted include the belief in public ownership of utilities, honesty and integrity in operations, professionalism in all aspects of work, cooperation and dedication to the common good, a steadfast commitment to service, and maintaining a culture of regulatory excellence. Candidates who excel in this role will exhibit strong fiduciary responsibility by demonstrating care, loyalty, and disclosure in managing the Agency's interests and resources.

The position demands strategic foresight, setting priorities, and directing crucial activities while anticipating emerging industry trends to maximize value and meet the evolving needs of MPPA’s members. The CEO & General Manager will recommend and implement necessary organizational changes to align with the strategic plan, ensuring systems and staffing effectively support the Agency's mission. Public power advocacy and creating a positive image of MPPA among industry peers, regulators, legislators, and partners are vital components of this position.
