One of their significant engagements includes the AFCAP V Program, under which KBR supports the U.S. Air Force by delivering top-quality Dining Facility (DFAC) services to the 380th Expeditionary Force Support Squadron (EFSS) at Al Dhafra Air Base (ADAB). The role of the AFCAP V ADAB DFAC Site Manager is pivotal within this framework. This position demands full operational leadership, oversight, and execution of dining facility services at the ADAB, ensuring that food service delivery adheres strictly to AFCAP contractual requirements, U.S. Air Force standards, and host nation regulations. The Site Manager acts as the on-site commanding authority responsible for overseeing all aspects of dining facility operations, including food preparation, serving, sanitation, housekeeping, and equipment maintenance.
This leadership role requires managing a diverse, multi-national workforce consisting of U.S. nationals, local nationals, and other contracted personnel, fostering a productive and accountable environment. The Site Manager ensures a ZERO Harm workplace by enforcing rigorous adherence to safety, sanitation, and food safety standards. Their responsibilities include maintaining compliance with performance work statements, managing surge feeding operations during peak demands, and coordinating with military and civilian leadership to align services with operational requirements.
A key part of the role involves managing equipment maintenance and repair programs, ensuring timely responses to urgent and emergency repairs and supervising inspection and maintenance of critical DFAC systems such as hoods and ducts to meet fire and safety codes. Operational excellence extends to quality control and sanitation compliance with the Tri-Service Food Code and relevant Air Force protocols, ensuring the health and safety of all personnel served.
Inventory management, supply chain operations, and Government Furnished Property (GFP) accountability are also essential duties, with the Site Manager required to uphold 100% accountability of personnel, equipment, and operations. This involves meticulous record-keeping, continuity reporting, and rapid deficiency resolution to support seamless mission-critical food service operations.

Job Requirements

- Minimum 7-10 years of experience in food service operations DFAC management or large-scale dining facility leadership
- Demonstrated experience managing high-volume food service operations in austere or deployed environments
- Proven ability to manage multi-cultural workforce
- Experience with government contracts strongly preferred
- Ability to manage surge operations and dynamic mission requirements
- Strong leadership organizational and communication skills
Job Qualifications
- Must be a U.S. citizen
- Ability to obtain/maintain a SECRET clearance
- Minimum 7-10 years of experience in food service operations DFAC management or large-scale dining facility leadership
- Demonstrated experience managing high-volume food service operations in austere or deployed environments
- Proven ability to manage multi-cultural workforce (USN LN OCN personnel)
- Experience with government contracts (AFCAP LOGCAP or similar) strongly preferred
- Ability to manage surge operations and dynamic mission requirements
- Strong leadership organizational and communication skills
- Strong knowledge of food safety and sanitation standards (Tri-Service Food Code preferred)
- Strong knowledge of DFAC operations and large-scale meal production
- Strong knowledge of equipment maintenance and facility operations
- Prior experience supporting U.S. Air Force or DoD operations preferred
- Experience in contingency or expeditionary environments (CENTCOM AOR preferred)
- Knowledge of AFCAP reporting requirements and CDRLs
- Familiarity with property accountability and GFP management processes
- ServSafe Manager Certification or equivalent food safety certification
Job Duties
- Maintain a ZERO Harm workplace enforcing strict adherence to safety sanitation and food safety standards at all times
- Provide full operational oversight of DFAC services including food preparation serving operations sanitation housekeeping and equipment maintenance
- Ensure compliance with PWS performance objectives including food safety temperature control cleaning standards and customer service throughput requirements
- Lead and supervise multi-national workforce (USN LN OCN personnel) ensuring accountability training and performance management
- Manage daily DFAC operations including scheduling staffing meal service execution and surge support operations
- Oversee DFAC equipment maintenance and repair programs ensuring routine urgent and emergency repairs meet required timelines (24-72 hours)
- Ensure inspection cleaning and maintenance of hood and duct systems are performed in compliance with fire and safety standards
