This particular role, the Alternate Site Manager (ASM) for the AFCAP V ADAB DFAC program at Al Dhafra Air Base, is a vital position within KBR's portfolio of services. The ASM acts as the second-in-command for Dining Facility (DFAC) operations supporting the 380th Expeditionary Force Support Squadron (EFSS). Serving alongside the Site Manager, the ASM ensures seamless operation of meal services, maintains food safety and sanitation standards, oversees equipment maintenance, and manages a diverse, multinational workforce comprising U.S. Navy, local national (LN), and other contractor personnel (OCN). This role is integral to maintaining the high standards required for supporting a dynamic and fluctuating population with contingency and surge capabilities.
The role demands substantial leadership, operational oversight, and the ability to ensure compliance with all contractual Performance Work Statement (PWS) objectives. The ASM is empowered to fully assume the responsibilities of the Site Manager during their absence, including directing all personnel and subcontractor activities. This leadership position requires managing daily staffing, scheduling, accountability, and performance to guarantee operational continuity across all meal periods. The role also entails coordinating directly with Contracting Officer Representatives (COR), Administrative Contracting Officers (ACO), EFSS leadership, and other critical stakeholders to resolve issues and align operational objectives with mission requirements.
In addition to overseeing food service delivery, the ASM has responsibility for coordinating and monitoring maintenance and repair of DFAC equipment, inspection and cleaning of hood and duct systems to meet safety and fire regulations, and enforcing quality control programs. Attention to detail and rapid problem-solving skills are necessary as the ASM must address operational deficiencies swiftly and support surge operations, special events, and contingency feeding requirements. Adherence to government and contract standards, including proper badging, escorting Local National and Other Contractor Nationals, and security protocols are also integral aspects of this role.
Candidates must have a U.S. citizenship status and the ability to obtain and maintain a SECRET security clearance. The ASM position requires 5 to 8 years of experience in dining facility operations, food service management, or large-scale meal production environments, with proven supervisory or leadership experience managing high-volume and multi-cultural teams. Strong organizational, leadership, and communication skills are essential. Preferred candidates will bring prior experience supporting U.S. Air Force or Department of Defense (DoD) operations, familiarity with AFCAP program requirements such as reporting and Contract Data Requirements Lists (CDRLs), and property accountability practices. Food safety certifications such as the ServSafe Manager Certification are highly recommended.

Job Duties
- Maintain a ZERO Harm workplace enforcing safety sanitation and food safety compliance at all times
- Support and execute day-to-day DFAC operations ensuring seamless meal service sanitation and customer support
- Assume full operational control in the absence of the Site Manager with authority to direct all personnel and subcontractors
- Supervise and coordinate multi-national workforce ensuring accountability and performance
- Manage daily staffing scheduling and shift coverage ensuring operational continuity across all meal periods
- Enforce compliance with PWS performance objectives including food safety sanitation temperature controls and service throughput
- Oversee DFAC equipment maintenance and repair coordination ensuring required response timelines are met
- Support inspection cleaning and maintenance of hood and duct systems in coordination with safety and fire requirements
- Monitor and enforce quality control programs ensuring adherence to all contractual and regulatory standards
- Coordinate directly with COR ACO EFSS leadership and other stakeholders to resolve issues and align operations with mission requirements
- Ensure timely reporting and documentation including support to CDRLs continuity books and operational tracking
- Maintain inventory accountability stockage levels and supply chain coordination
- Rapidly address operational deficiencies ensuring acknowledgment within 24 hours and resolution within 48 hours
- Support surge operations special events and contingency feeding requirements
- Ensure compliance with LN OCN monitoring escort requirements and badging procedures where applicable
