KBR operates the AFCAP V Program, a vital contract that supports the U.S. Air Force by providing comprehensive Dining Facility (DFAC) services to the 380th Expeditionary Force Support Squadron (EFSS). These services encompass everything from food service delivery to equipment maintenance and the inspection, cleaning, and maintenance of DFAC hoods and duct systems. Beyond the food service operations, KBR also delivers engineering support, non-tactical vehicle leasing, logistical asset management, power production, base operating support, and other quality-of-life solutions that help sustain base operations throughout the AFCENT Area of Responsibility (AOR).

The Alternate Site Manager (ASM) position at the Al Dhafra Air Base DFAC represents a critical leadership role within this program. As the second-in-command for DFAC operations, the ASM provides direct leadership and operational oversight to ensure seamless execution of meal service and dining facility support to a diverse and often dynamic population. This position is vital in maintaining mission readiness by enforcing stringent safety, sanitation, and performance standards, and by managing workforce scheduling and equipment repair activities. The ASM is empowered to act fully on behalf of the Site Manager, assuming complete operational control in their absence and ensuring continuity of services around the clock.

In this role, the ASM is responsible for leading a multi-national workforce, including U.S. Navy, local national, and other overseas national personnel, ensuring accountability and high performance standards across all operational domains. They must uphold a zero-harm workplace philosophy by rigorously enforcing compliance with food safety, sanitation protocols, and overall DFAC operating procedures. Additionally, the ASM coordinates closely with Contracting Officer Representatives (COR), Administrative Contracting Officers (ACO), EFSS leadership, and other stakeholders to resolve issues proactively and align operations with mission demands.

This is a full-time position requiring the ability to obtain and maintain a Secret security clearance. Job Requirements

  • Must be a U.S. citizen
  • Ability to obtain/maintain a SECRET clearance
  • Minimum 5-8 years of experience in DFAC operations, food service management, or large-scale dining operations
  • Demonstrated experience in supervisory or leadership roles within food service or contingency environments
  • Experience managing high-volume meal production and service operations
  • Ability to lead and manage multi-cultural workforce (USN, LN, OCN personnel)
  • Strong organizational, leadership, and communication skills

Job Duties

  • Maintain a ZERO Harm workplace, enforcing safety, sanitation, and food safety compliance at all times
  • Support and execute day-to-day DFAC operations, ensuring seamless meal service, sanitation, and customer support
  • Assume full operational control in the absence of the Site Manager, with authority to direct all personnel and subcontractors
  • Supervise and coordinate multi-national workforce (USN, LN, OCN personnel), ensuring accountability and performance
  • Manage daily staffing, scheduling, and shift coverage, ensuring operational continuity across all meal periods
  • Enforce compliance with PWS performance objectives, including food safety, sanitation, temperature controls, and service throughput
  • Oversee DFAC equipment maintenance and repair coordination, ensuring required response timelines are met
  • Support inspection, cleaning, and maintenance of hood and duct systems in coordination with safety and fire requirements
  • Monitor and enforce quality control programs, ensuring adherence to all contractual and regulatory standards
  • Coordinate directly with COR, ACO, EFSS leadership, and other stakeholders to resolve issues and align operations with mission requirements
  • Ensure timely reporting and documentation, including support to CDRLs, continuity books, and operational tracking
  • Maintain inventory accountability, stockage levels, and supply chain coordination
  • Rapidly address operational deficiencies, ensuring acknowledgment within 24 hours and resolution within 48 hours
  • Support surge operations, special events, and contingency feeding requirements
  • Ensure compliance with LN/OCN monitoring, escort requirements, and badging procedures where applicable
