The Virtual Neptune Hawk (VNH) Operations Planner position at JMark Services Inc., based at Joint Base Pearl Harbor-Hickam, HI, is a critical role that supports the planning, preparation, execution, and assessment of Virtual Neptune Hawk events conducted in high-fidelity simulation environments. This job is vital for ensuring that simulated and live NEPTUNE HAWK exercises and other INDOPACOM or PACAF-directed events maintain a high level of realism, operational relevance, and technical accuracy.

In this role, the VNH Operations Planner works closely with Active Duty NH OCE Lead planners and the NH Team Lead to integrate live, virtual, and constructive (LVC) elements into exercise scenarios. The Planner contributes significantly to scenario design and supports after-action evaluations aimed at enhancing mission effectiveness. The job demands collaboration with various military and intelligence organizations, experimental use of combat simulator environments, and maintaining rigorous security and compliance with SAP/STO and ACCM standards.

This role's responsibilities include coordinating the design and execution of multi-domain simulation scenarios, developing threat presentations, and providing clear briefings to senior officers and stakeholders. Additionally, the Planner offers system-specific training and evaluates the integration and realism of SAP capabilities within VNH operations. The position requires maintaining security clearances, adhering to security protocols, and participating in documentation and reporting to ensure the success of live-fly Neptune Hawk participation.

The ideal candidate for this position will possess extensive experience in Air Force operational planning, demonstrated support for exercises similar to VNH operations, and a current active TOP SECRET/SCI security clearance with appropriate SAP/STO and ACCM eligibility. Preferred qualifications include significant rated experience in fighter, bomber, ISR, or Air Battle Management operations, simulator-based operational experience, and familiarity with Virtual Warfare Center or Joint Simulation Environment platforms.

The position demands strong organizational skills, analytical and problem-solving abilities, exceptional communication skills, and the ability to collaborate effectively across multiple service branches and interagency teams. Job Requirements

  • Experience in Air Force operational planning or related disciplines
  • Proven support experience in exercises similar to VNH operations

Job Qualifications

  • Active TOP SECRET/SCI security clearance with current SAP/STO and ACCM eligibility
  • Favorable adjudication within the last 12 months and ability to pass CI-scope polygraph
  • Demonstrated experience in Air Force operational planning or related disciplines
  • Proven support experience in exercises similar in scope to VNH operations
  • 10+ years rated experience in fighter, bomber, ISR, or Air Battle Management operations (preferred)
  • 15+ years of Air Force experience including multiple years of exercise planning (preferred)
  • Prior mission commander, pilot, or simulator-based operational experience (preferred)
  • Familiarity with Virtual Warfare Center (St. Louis) or Joint Simulation Environment (JSE) (preferred)
  • Proficiency in scenario generation, scripting, database management, and LVC integration (preferred)
  • Recent (within 5 years) tactical aviation or joint exercise experience (preferred)
  • Combined Air Operations Center (CAOC) or contingency planning background (preferred)
  • Graduate of USAF Weapons Instructor Course or Navy Top Gun (preferred)
  • Experience with SAP/STO documentation, simulator security, and DMO experimentation (preferred)
  • Completion of IJSTO Planning and Decision Aide System Users' Course (preferred)
  • Strong organizational, analytical, and problem-solving abilities
  • Exceptional written and verbal communication skills
  • Proven ability to collaborate across multi-service and interagency teams
  • Professional presence when briefing senior leaders and stakeholders

Job Duties

  • Support NH Team Lead and Active Duty OCE planners through the full VNH Joint Exercise Lifecycle
  • Coordinate the design and execution of realistic, multi-domain simulation scenarios incorporating intelligence, logistics, and AOC-like functions
  • Develop threat presentations, simulated orders of battle, and dynamic injects to engage participants
  • Participate in after-action reviews and help identify operational improvements
  • Operate and design within high-fidelity combat simulator environments
  • Integrate LVC components to enhance exercise realism
  • Translate real-world operational concepts into virtual training environments, with emphasis on tactical aviation and Air Battle Management
