Within this framework, Serco administers the Texas Rising Star (TRS) program, a recognized statewide initiative designed to improve the quality of childcare services by providing mentoring, training, and certification to early childhood education providers. The Texas Rising Star Mentor Supervisor role is a critical leadership position that oversees the implementation and delivery of TRS mentoring services and supervises the TRS Mentors, Early Learning Program (ELP) Coordinator, and TRS Coordinator staff. This position ensures all staff perform their duties effectively while maintaining alignment with program goals and regulatory guidelines. The Supervisor is responsible for managing a diverse team to drive initiatives that increase the number of childcare providers obtaining and maintaining higher certification levels, thereby enhancing the quality of early childhood education in the region. The role requires close collaboration with the Child Care Services Program Manager and the Texas Workforce Commission to coordinate child care quality initiatives and compliance activities. The Texas Rising Star Mentor Supervisor serves as the liaison between employers and the SERCO-operated Workforce Career Centers, facilitating communication, training, and professional development to improve overall program outcomes. This position demands a strong ability to organize, prioritize, and manage multiple tasks simultaneously, ensuring positive outcomes for providers and staff. Additionally, the Supervisor directs staff development cycles to continuously enhance team capabilities and maintains accurate record-keeping and reporting to support quality assurance and program evaluation. Working in a dynamic, fast-paced environment, the Supervisor must be adept at problem-solving, conflict resolution, and effective communication, often representing the program in advisory boards, neighborhood councils, and partnerships with other agencies and non-profits. This position requires travel within and outside the service area for training and staff development. Candidates must hold a bachelor’s degree in early childhood education or related fields and demonstrate experience working in early childhood classrooms or programs such as Head Start or Prekindergarten. Certifications in Texas Rising Star assessment and mentorship programs are mandatory. The position also requires proficiency in Microsoft Office applications and database management, as well as excellent public speaking, interviewing, and resume writing skills. Due to the telework nature of the role, a reliable internet connection and appropriate hardware for onboarding and daily operations are essential. Job Requirements

  • Bachelor's degree or associate's degree with relevant experience in early childhood education
  • Minimum one year of full-time early childhood classroom experience
  • Must obtain and maintain Texas Rising Star Assessor Certification
  • Must attain Texas Rising Star Mentor micro-credentialing
  • Valid Texas Driver's License and automobile liability insurance
  • Access to reliable transportation for travel
  • Ability to lift and move up to 25 pounds
  • Reliable internet connection and hardware for telework
  • Willingness to travel within and outside service area for training
  • Ability to stand, walk, sit for extended periods
  • Must adhere to mandated reporter requirements and Texas Rising Star guidelines

Job Qualifications

  • Bachelor's degree in early childhood education, child development, special education, child psychology, educational psychology, elementary education, or family consumer science
  • Experience in early childhood education programs such as child care, Early Head Start, Head Start, or prekindergarten
  • Proficiency in Microsoft Office Excel, Word, PowerPoint, and Office 365
  • Ability to manage and supervise staff effectively
  • Excellent communication, public speaking, interviewing, and resume writing skills
  • Knowledge of database and reporting programs
  • Ability to handle multiple priorities and problem solve strategically
  • Commitment to professional development and continuing education

Job Duties

  • Serve as the Texas Rising Star Mentor Supervisor meeting mentor definitions
  • Liaise between employers and SERCO Workforce Career Centers adhering to SERCO mission
  • Assist providers in obtaining and maintaining higher TRS certification levels
  • Complete annual professional development meeting CCR Texas Rising Star training requirements
  • Act as mandated reporter for serious incidents per Texas Rising Star guidelines
  • Provide mentoring and technical assistance to entry-level and TRS providers
  • Organize and manage multiple priorities
  • Oversee caseload of Child Care Services ensuring positive outcomes
  • Submit accurate and timely reports
  • Select, assign, evaluate, and recommend termination of staff per Serco policies
  • Cooperate with contract managers and child development staff for CCS operations
  • Handle provider and staff concerns professionally
  • Participate in staff development training projects
  • Communicate CCS policies and procedures clearly
  • Resolve complaints originating from providers per Texas Workforce Commission guidelines
  • Ensure accuracy in ELP files for quality assurance
  • Interface effectively with advisory boards, neighborhood councils, and agencies
  • Apply strategic and functional problem analysis and resolution
  • Develop and implement staff development cycles
  • Perform other assigned duties
  • Travel within and outside service area for training and development
