Job Description
The Community Recreation Division is part of the Morale, Welfare and Recreation (MWR) Department operating under the Commander, Navy Installations Command (CNIC). The division is dedicated to enhancing the quality of life for military personnel, their families, and base personnel by providing a wide variety of recreational programs and facilities throughout the year. The MWR Department supports Navy installations by fostering morale, physical well-being, and community spirit through well-planned recreation and leisure activities. CNIC is responsible for Navy shore installation operations and services, striving to deliver outstanding support to the Navy community.

Job Requirements
- Must have relevant education and training or equivalent recreation-related work experience
- Must demonstrate knowledge, skills, and abilities relevant to position
- Must be able to work independently and communicate effectively both orally and in writing
- Must be able to pass all applicable background and records checks
- Must successfully pass the E-Verify employment verification check
- Must comply with conditions of employment such as REAL ID access requirements
- Must complete a one-year probationary period if applicable
- Must participate in direct deposit payment system within first 30 days
- Must maintain a drug-free workplace status as required by Executive Order 12564
- Must possess program planning and leadership capabilities
- Must be able to manage diverse personnel and operations
- Must adhere to safety, security, and sanitation standards
- Must be willing to travel occasionally if required
- Must be committed to supporting Federal government efficiency and mission
- Must have ability to handle administrative and budgetary functions.
Job Qualifications
- Knowledge of recreational programs
- Knowledge of goals, principles, techniques, and methods of organizing, planning, and conducting activities
- Knowledge of activity suitability for various demographics and interests
- Ability to create, negotiate, implement, and sustain partnerships
- Ability to maintain clear and accurate databases
- Ability to represent the department and speak effectively in front of groups
- Knowledge of recreational and entertainment events
- Program planning and leadership skills to stimulate and sustain participant interest
- Ability to communicate effectively both orally and in writing
- Experience related to customer service and activity-based functions
- Ability to work independently and make sound decisions
- Bachelor’s degree in Recreation, Marketing, Business or related field or equivalent work experience
- Demonstrated skills in training and supervision
- Experience in marketing and event coordination.
Job Duties
- Performs supervisory duties including assigning work, defining priorities, selecting and recommending applicants for hire, evaluating performance, recommending pay adjustments or awards, providing or recommending training, approving or disapproving leave requests, initiating corrective actions, recommending formal corrective or disciplinary actions as warranted
- Supervises federal civil service employees at multiple levels and various employment statuses, military employees, non-Federal workers, unpaid volunteers, student trainees, or others
- Authorizes personnel action requests and ensures accurate timekeeping compliance
- Ensures interviews and hiring selection comply with policies
- Provides outdoor field experiences and skill training through day and weekend trips
- Leads day-to-day operations of multiple programs, assisting with staffing, training, and scheduling
- Plans, promotes, and implements Community Recreation programs using various facilities per CNIC standards
- Coordinates leisure skill development activities and classes
- Organizes community special events such as shows, festivals, and celebrity appearances
- Acts as liaison for MWR-related activities with tenant commands and support departments
- Develops, manages, maintains, plans, executes business plans for diverse recreation programs
- Solicits and negotiates partnerships with on-base and off-base organizations to support programs
- Develops proposals, executes agreements, and follows up on partnerships
- Plans, coordinates, markets, and executes Community Recreation programs and special events
- Provides administrative support including after-action reports, data collection, and database management
- Solicits input from managers to set goals, evaluate program effectiveness, and guide modifications
- Writes standard operating procedures as needed
- Analyzes projected projects considering budgets, staffing, plans, and mission requirements
- Ensures facilities meet fire, safety, security, and sanitation standards
- Takes corrective actions to address deficiencies
- Manages equipment check-in/out and fee collection using POS systems
- Inspects returned equipment and recommends replacements
- Completes daily activity reports and performs inventory of equipment and supplies
- Promotes customer service awareness and manages merchandise requisition and stock
- Transports patrons off-base for recreational trips and outings
- Performs other duties as assigned.
