Job Requirements
- Meet basic educational requirements with a relevant Bachelor's degree or combination of education and experience
- Possess at least one year of specialized experience equivalent to the GS-12 level
- Must meet time-in-grade requirements if current federal employee
- Submit transcripts if never held a GS-0401 position with CBP
- Must pass a thorough background investigation
- Adhere to residency requirement with exceptions as applicable
- Completion of one year probationary period if new to federal service
- Disclose any past political appointment employment in last 5 years
Job Qualifications
- Bachelor's degree or higher in biological sciences, agriculture, natural resource management, chemistry, animal science, plant science, pest management, or related disciplines
- One year of specialized experience equivalent to the GS-12 level
- Experience coordinating operations involving multiple cargo types and clearance processes
- Skilled in document analysis for customs and agricultural inspection
- Ability to provide technical consultation and regulatory guidance
- Experience in conducting physical inspections and applying behavioral analysis
- Proven leadership skills including coaching and mentoring
- Federal government experience is preferred but not required
Job Duties
- Assisting in coordinating operations at local and remote sites involving airfreight, maritime cargo, overland freight/truck cargo, rail cargo, and passenger clearance to resolve technical and regulatory questions and approve the method of final disposition
- Reviewing and analyzing a wide variety of commercial and passenger documents to establish the validity, authenticity, admissibility, and extent of inspection determination of merchandise or cargo
- Serving as a technical consultant and provides expert guidance to CBP Officers, researchers, brokers, industry, travelers, Federal/state/local agencies, and others on the interpretative techniques and regulatory requirements pertaining to the processing of all agriculture-related cargo and material
- Conducting visual/physical inspection of cargo, baggage, conveyances, and packing materials for regulated agricultural items
- Applying interviewing and observational techniques, document review, behavioral and cultural analysis to identify, release, or refer persons, conveyances, or cargo for compliance with agriculture concerns
- Serving as coach and mentor of lower level CBP Agriculture Specialists on a regular and recurring basis
