Job Description
Portland Parks & Recreation's Urban Forestry team is a vital part of the city's commitment to managing and enhancing Portland's urban forest infrastructure for current and future generations. Urban Forestry is responsible for overseeing and improving an extensive tree canopy that includes over 1.2 million park trees, 333,000 street trees, and 2.9 million private property trees, contributing to the city's environmental health and community well-being. The urban forest, valued at over $9.5 billion, plays a crucial role in the city's ecosystem, and the Urban Forestry division operates under the principles of sustainability, equity, and service excellence. The Urban Forestry team is currently expanding its Street Tree Maintenance (STM) program and is seeking a Coordinator II to support the development and delivery of comprehensive citywide STM services. This full-time, regular position offers a hybrid work schedule, combining in-office work at The Portland Building with remote work, to enable a balanced professional environment. The Coordinator II will operate under the supervision of the STM Supervisor and the TMO Manager, playing an instrumental role in program coordination, contract management, interagency collaboration, and continuous service improvement. The STM team is responsible for proactive street tree care, removals, planting, and establishment in coordination with multiple city bureaus and external partners. With an expanding team of eight staff members, the Coordinator II will help to implement initiatives funded in part by the Portland Clean Energy Community Benefit Fund (PCEF).
Key responsibilities for this role include planning and developing STM program components, researching and establishing tree care standards, managing pilot projects, and overseeing contractor performance. The Coordinator II will craft and maintain critical technical documentation, such as standard operating procedures and contract specifications, ensuring consistent, high-quality service delivery. This role demands effective stakeholder coordination across city bureaus, contractors, and community partners and leadership in program evaluation and long-term strategic planning through an equity and anti-racism lens. The ideal candidate will be adept at problem-solving operational challenges, maintaining regulatory compliance, and advancing the goals of the Urban Forestry program in alignment with PCEF's mission.
This position offers a unique opportunity for professionals experienced in urban forestry, arboriculture, contract management, and program coordination to contribute meaningfully to sustainable urban infrastructure and community environmental health. In addition to the operational demands, the Coordinator II will have a vital role in community engagement, requiring excellent communication skills and the ability to foster collaborative partnerships. Eligible candidates must possess relevant certifications such as ISA Certified Arborist and Tree Risk Assessment Qualification within nine months of employment, a valid driver’s license, and a proven track record of leading complex projects independently. Job Duties
- Coordinate technical requirements for contract development and administration including task order development performance tracking and contractor training support
- Collaborate with Urban Forestry leadership procurement staff and subject matter experts to develop contract scopes technical specifications and program improvements
- Troubleshoot complex operational and service delivery challenges incorporating field feedback and leadership guidance to adapt workflows and improve program outcomes
- Lead and support special projects that advance implementation and continuous improvement of the Street Tree Maintenance program
- Lead stakeholder coordination across bureaus contractors and community partners serving as primary organizer for STM's Technical Advisory Group and main point of contact for PCEF
- Track analyze and report on program performance including maintenance activities pilot projects and contractor deliverables
- Develop and maintain technical documentation including standard operating procedures contract language and program materials
- Lead implementation and continuous improvement of SOPs ensuring alignment across staff contractors and program partners
- Support development of systems and workflows for responsive service delivery including emerging or request-based maintenance models
- Contribute to long-term program planning and scaling including evaluation reporting design and alignment with PCEF and Urban Forestry goals
