The Sr Program Manager role at SAIC's IAS business area offers an exciting opportunity to drive and oversee highly complex government development programs in the aerospace sector, specifically related to aircraft test and certification. This position plays a pivotal leadership role in the U.S. Air Force’s Survivable Airborne Operations Center (SAOC) mission, supporting projects that are critical to national security and trusted by key government leaders including the President and Secretary of Defense. The program manager will be responsible for orchestrating ground and flight test activities, managing schedules, and ensuring successful program outcomes aligned with government milestones. Due to the highly sensitive and impactful nature of the work, candidates in this role must be able to obtain and maintain a Top Secret U.S. Security Clearance with SCI eligibility.
In this senior leadership position, the program manager will coordinate cross-functional teams of over 10 members, engage with internal and external stakeholders, and manage complex program risks and issues proactively. The role demands strong expertise in federal acquisition regulations, earned value management, project controls, and financial oversight to ensure fiscal responsibility. Candidates will also utilize their knowledge of FAA rules, military certification standards, and operational test environments to lead projects involving developmental and operational testing of aircraft. Key responsibilities include facilitating communication between engineering, maintenance, and test organizations, supporting proposal development, and coordinating audits to maintain quality and compliance.
The ideal candidate will have a bachelor's degree in project management, engineering, operations management or a related discipline, coupled with more than a decade of progressive leadership experience in managing large-scale aerospace or defense projects. Experience with multidisciplinary teams, high-scale program management, and familiarity with ISO and corporate quality standards are essential. Advanced degrees or certifications such as PMP are preferred but not mandatory.

Job Requirements
- Ability to obtain and maintain a Top Secret U.S. Security Clearance with SCI eligibility
- U.S. citizenship required
- Bachelor's degree in project management, operations management, engineering or related field
- Typically 10 plus years progressive project or program management experience
- Typically 5 plus years leading large scale projects spanning multiple years
- Knowledge of FAA rules and Part 145 operations
- Familiarity with MIL and FAA certification processes
- Experience with developmental and operational test environments
- Ability to manage complex situations and delegate authority
- Strong communication and strategic thinking skills
- Ability to coordinate all aspects of program integration
- Ability to identify and mitigate program financial, technical, and legal risks
- Proficient leadership abilities including mentoring and conducting performance reviews
- Understanding of FAR and DFARS
- Experience with ISO 9001:2000 policies and processes
- Ability to work in office or hybrid environment
- Occasional travel may be required
Job Qualifications
- Bachelor's degree in business, finance, project management, management, engineering or related field
- 10 plus years of progressive experience in project or program management
- 5 plus years leading large scale projects with teams of 10 or more cross functional members
- Experience with FAA rules, Part 145 Repair Station operations, and basic aircraft maintenance
- Familiarity with MIL and FAA certification processes
- Experience in military developmental and operational test programs
- Proficient in earned value management and financial acumen
- Strong leadership skills including change management, mentoring, and succession planning
- Understanding of Federal Acquisition Regulations and Defense Federal Acquisition Regulations
