Job Description

McConnell Air Force Base (AFB) is a vital installation supporting the United States Air Force and Space Force, located in Wichita, Kansas. Home to various units and missions, McConnell AFB provides critical air refueling and space operations. The base maintains a strong commitment to the morale, welfare, and recreation (MWR) of its active-duty military personnel, retirees, Department of Defense (DOD) civilians, and their families. To support these goals, McConnell AFB operates Community Services Flights that oversee the management of diverse community-centered programs and activities designed to enrich the quality of life of its members. The Community Center on McConnell AFB functions as a hub for events, recreation, and personal and professional development programs serving a wide base of patrons.

This position is a Non-appropriated Fund (NAF) role within the Community Services Flight, focusing on assisting the Director in managing day-to-day operations of the Community Center. The role entails planning, developing, implementing, and conducting diversified event center programs tailored to meet the needs of active duty military members, retirees, DOD civilians, and their families. The incumbent will provide professional guidance in executing a variety of programs ranging from personal and professional development to leisure, recreation, family life skills, and performing arts. A critical aspect of this role involves coordinating program schedules while ensuring compliance with Air Force policies and managing resources efficiently. The position requires overseeing staff activities, monitoring patron conduct, and ensuring all programs and events maintain high standards of service. Additionally, the role includes administrative responsibilities such as budget preparation and submission for both non-appropriated and appropriated funds, report compilation, and maintaining continuity and cost analysis documentation. The work schedule is full-time and may include nights, weekends, and holidays, reflecting the continuous need for community support. This permanent, competitive position offers a salary ranging from $19.50 to $21.13 per hour and is located at McConnell AFB, Kansas. It does not allow for telework or relocation expenses and requires passing various security and physical fitness checks due to its designated trust and drug testing status. This role is crucial in fostering a supportive and engaging community environment, ensuring that the morale and wellbeing of the base population are continuously enhanced.

Job Requirements

  • Complete background investigation with favorable results
  • complete pre-employment physical examination

  • be U.S. Citizen, National or owe allegiance to the U.S.
  • meet eligibility under preference categories such as Military Spouse Preference, Veteran status, and others

  • ability to provide REAL ID or approved identity documents for base access
  • work full-time on an uncommon tour including nights, weekends and holidays

  • adhere to position’s trust and drug testing designation
  • must reside in U.S. or U.S. Territory for 3 or more years if non-U.S. citizen

Job Qualifications

  • Experience in planning and coordinating a wide range of activities and special events
  • experience managing financial, physical and human resources including volunteer management
  • proficiency in Microsoft Office, internet and social media
  • strong organizational skills

  • ability to apply tact and diplomacy
  • ability to lift and carry up to 40 lbs, reach, bend, kneel, and stand or walk for extended periods

Job Duties

  • Assist the Director in managing day to day operations of the Community Center
  • plan and administer diversified event center programs for active duty military, retirees, DOD civilians and their families
  • assume Director’s duties in their absence
  • monitor patrons and direct staff on rules, practices and safety
  • offer programs in personal and professional development, performing arts, leisure, recreation and family life skills
  • plan programs according to agency policy and Air Force compliance
  • coordinate schedules with related agencies to avoid conflicts
  • maintain calendar of community events
  • assist in budget preparation for NAF and APF funding
  • perform administrative duties including compiling reports and correspondence
  • engage in customer relations and answer queries about programs and facilities
  • provide input for facility improvement
  • maintain continuity book
  • prepare cost analysis and after-action reports for programs and events
  • oversee staff during events to ensure efficiency and compliance
  • adhere to employee standards on dress, hygiene and conduct
  • work uncommon tours including nights, weekends, and holidays
  • perform other assigned duties as a position of trust
