This position as a Community Recreation Program Director with the City of Boulder City involves a highly responsible and multifaceted role. The primary purpose of this role is to organize, implement, and direct the city’s community recreation programs which include operating facilities, supervising staff, and managing various programs and special events. This position holds administrative responsibility, ensuring that recreation programs align with community needs and city goals. The director conducts thorough needs assessments to understand the desires of residents and adapts offerings accordingly to maintain high engagement and satisfaction.

Responsibilities include developing and coordinating year-round recreation programs, promoting public awareness through strategic marketing plans leveraging brochures, social media, and city websites, and coordinating schedules for city facilities to maximize resource utilization. The role also entails facility management duties to ensure that parks and recreation centers remain clean, safe, and in compliance with applicable safety standards. This includes developing maintenance schedules and overseeing repairs. Supervising and training qualified staff is a crucial aspect, with a focus on ensuring certifications are up to date and standards, policies, and procedures are adhered to strictly.

The role requires skillful management of financial processes, such as processing revenue, maintaining attendance and inventory records, and preparing detailed performance and financial reports to support ongoing improvements and informed decision-making. The director collaborates closely with the Parks and Recreation Director and other city officials to align programming with legislative developments, liability considerations, and budget priorities. They also contribute to capital improvement planning by prioritizing needs and working with contractors and vendors.

This position is essential in organizing signature city events such as the Easter Egg Hunt, Free Fish Day, Arbor Day, and the Summer Kickoff Bash, among others. Additionally, the director serves as a liaison for the Damboree Committee facilitating coordination of July 4th celebrations including parades and park events – a critical function that requires availability on holiday dates.

The Community Recreation Program Director also oversees key ongoing city programs such as Safekey, Spring Break Day Camp, Winter Camp, Summer Camp, Youth Center, Tiny Tots, Fitness Center, and Art Center, ensuring they meet community expectations and run effectively and safely throughout the year. The city values candidates who demonstrate knowledge in public recreation principles, facility management, public relations, advertising, and program promotion. Proficiency in technology tools like RecDesk, Munis, and Microsoft Office is important for smooth operational management.

Beyond day-to-day operations, the director must exhibit strong leadership qualities, including the ability to motivate a team, make informed decisions, manage budgets, and develop long-term strategies to enhance the community’s recreation services. Flexibility in working hours is necessary as the role may require evening, weekend, and holiday hours. Preferred qualifications include Parks and Recreation professional development credentials and membership with related professional organizations. Physical requirements also reflect the active nature of the role, with occasional lifting and outdoor work. Job Requirements

  • Bachelor’s degree in recreation management, public administration, or related field
  • Minimum of three years of experience in recreation program management or related role
  • Proven experience in staff supervision
  • Proficiency with RecDesk, Munis, and Microsoft software
  • Ability to work flexible hours including evenings, weekends, and holidays
  • Strong organizational and communication skills
  • Ability to lift at least 25 pounds unassisted
  • Preferred certifications such as CPRP, CPRE, or equivalent professional development
  • Valid driver’s license
  • Ability to work under varying weather conditions
  • Commitment to upholding ethical standards and making sound decisions

Job Duties

  • Conducts needs assessments to determine desired recreation programs of the community
  • Develops and coordinates year-round recreation programs
  • Evaluates the effectiveness and interest in recreation services and adjusts accordingly
  • Promotes public awareness through marketing plans including brochures, social media, and website
  • Coordinates schedules for recurring programs, special events, and facility use
  • Develops and reviews policies for facility reservations, use, and fee structures
  • Oversees facility maintenance and safety standards
  • Hires, trains, supervises, and evaluates staff
  • Processes revenue and maintains records such as attendance and equipment inventory
  • Prepares reports on workload, finances and program performance
  • Supports budget planning and capital improvement projects
  • Organizes and supervises special city events
  • Coordinates the 4th of July Damboree Celebration
  • Manages year-round programs including Safekey, camps, Youth Center, Tiny Tots, Fitness Center, and Art Center
