Job Description

The Salvation Army, Hawaiian and Pacific Islands Division, specifically at the Ray and Joan Kroc Corps Community Center located in Ewa Beach, Hawaii, is a branch of the Christian Church dedicated to spiritual, emotional, and physical regeneration of individuals. The role of PTM, Special Projects, & Volunteer Manager is a vital full-time, exempt salary position within the Administration department of the Kroc Center. Reporting to the Administrator/Corps Officer, this position ensures the operational excellence and safety of all volunteer and project initiatives by overseeing three main pillars: managing the Protecting the Mission (PTM) safety program, leading the volunteer program, and coordinating impactful special projects and community events. The PTM management responsibilities include serving as the primary authority on safety protocols to maintain a secure environment, particularly for children and vulnerable adults, updating policies, coordinating volunteer screening, and ensuring training compliance across the center.

Volunteer management involves developing recruitment strategies, evaluating program effectiveness, selecting and placing volunteers, maintaining volunteer records, and fostering retention through recognition activities. The manager also spearheads special projects by leading the planning and execution of community initiatives and signature events like Kroctoberfest and the Christmas Market. This includes managing budgets, vendor relationships, and cross-departmental collaboration to ensure these projects align with the mission and community impact goals.

Additionally, the position requires upholding organizational standards such as ethical oversight, participating actively in staff and management meetings, and performing various assignments that support the overall success of the Kroc Center. The role demands strong organizational skills, the ability to independently complete multiple complex projects, excellent interpersonal skills, and sound judgment in handling crisis situations. Physical demands include varied indoor and outdoor work environments and occasional travel for organizational trainings or meetings. Candidates must hold a valid driver’s license and undergo a criminal background check to be eligible for employment.

Job Requirements

  • High school diploma or GED equivalency
  • Valid driver’s license
  • Ability to pass a criminal history background check

  • Minimum 3 years experience in volunteer or event program management
  • Proficiency with Microsoft Office software
  • Strong interpersonal and communication skills
  • Ability to manage multiple projects simultaneously
  • Capacity to work independently and handle sensitive information responsibly

Job Qualifications

  • 3-5 years of experience in volunteer management, event planning, or program compliance
  • Familiarity with The Salvation Army standards and policies
  • Strong interpersonal relationship skills
  • Proven experience coordinating multiple projects
  • Proficiency with Microsoft Office applications including Word, Access, PowerPoint, and Excel
  • Ability to handle security and crisis situations calmly and professionally

Job Duties

  • Serve as primary authority for Protecting the Mission safety program ensuring a safe environment for children and vulnerable adults
  • Draft and update safety protocols to mitigate organizational risk
  • Review and update PTM policies ensuring strict adherence
  • Coordinate volunteer screening processes and background checks
  • Ensure compliance with training requirements for staff and volunteers
  • Conduct risk assessments and implement corrective measures
  • Evaluate incident reports and mandate policy or training changes
  • Represent department in management meetings providing strategic counsel
  • Develop and implement volunteer recruitment and engagement strategies
  • Select, place, and dismiss volunteers independently
  • Align volunteer program policies with territorial and divisional standards
  • Maintain volunteer records including applications and liability releases
  • Track PTM training and prepare annual program reports
  • Foster volunteer retention through recognition activities
  • Lead planning and execution of special community projects and events
  • Manage budgets and monitor expenditures for special events
  • Develop cross-departmental coordination strategies for events
  • Enforce ethical standards and uphold organizational discretion
  • Participate in staff and management meetings providing updates
  • Perform other duties as assigned by Corps Officer or Administrator
