The position offered is an Associate Director Proposal Manager role within the Strategic Communications (SC) business area, a vital unit of Raytheon Technologies (RTX) managed by Collins Aerospace. This hybrid role is located at 7887 Bryan Dairy Rd., BLDG 100, Largo, Florida, and requires the selected candidate to hold an active and transferable U.S. government-issued Top Secret (TS) clearance prior to the start date. U.S. citizenship is a prerequisite due to the necessities tied to security clearances. The role will be part of the Raytheon Strategic Communications SSBU under the Collins Resilient Communications SBU of the Mission Systems Business Unit.

As an Associate Director Proposal Manager, the incumbent will play an integral role in driving proposal management activities for the Strategic Communications business portfolio. This position involves direct reporting to the Strategic Planning and Processes (SPP) Associate Director and necessitates close collaboration with various key stakeholders across the enterprise, including Estimating and Pricing, Strategic Communications Management Office, Engineering, Contracts, Supply Chain, and other functional organizations. The role focuses on timely development, analysis, and completion of proposals while ensuring compliance with quality, schedule, and affordability goals beneficial to both Raytheon and its customers.

The Associate Director Proposal Manager will lead innovative methodologies to expedite contract awards, oversee proposal evaluation and revisions, assist in kickoff meetings, and mentor proposal team members on role delegation and decision-making strategies. Managing proposal staffing, coordinating with designated leads, and leveraging internal and external networks to shape customer requirements are critical responsibilities. Additionally, the role emphasizes compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and other relevant regulations. The ability to multitask and support multiple proposals simultaneously is essential, as is the readiness to travel up to 10%. Physical requirements include the ability to lift 20 pounds, and the role operates on a day shift schedule.

Job Qualifications

  • university degree and minimum 12 years prior relevant experience or an advanced degree in a related field and minimum 10 years of experience
  • prior experience with Earned Value Management System (EVMS) or equivalent system/program
  • active and transferable U.S. government issued Top Secret (TS) clearance prior to start date
  • experience managing and communicating across highly matrixed organizations including finance, contracts, engineering, supply chain
  • experience establishing proposal response timelines, tracking, and providing status updates throughout the proposal process
  • experience managing and communicating across complex internal and external relationships including collaborating with a prime contractor and the U.S. Government
  • prior experience in functions such as Supply Chain, Estimating, Capture Management, Finance or Project Management
  • experience in proposal and/or contracts management preferably with multi-year efforts
  • experience managing cost, schedule and performance, including earned value management (EVM) or similar
  • DAU certification
  • PMP certification
  • understanding of DoD acquisition process and DAU Program Management experience
  • understanding of TINA compliance
  • strong understanding of Microsoft Excel

Job Duties

  • execute timely development, analysis and completion of proposals through collaboration with functions across the business area
  • ensure proposals meet quality, schedule, and affordability targets
  • develop and champion innovative methodologies to drive faster and more efficient contract awards
  • direct and oversee coordination of proposal evaluation notices, fact-finding questions and/or final proposal revisions with senior leadership
  • assist teams with proposal kickoffs
  • provide an outline for the Proposal Response and provide formatting guidance to the proposal team
  • provide guidance and strategy for Submit Gates, mentoring proposal team members on role delegation, responsibilities, and decision-making at the lowest responsible level
  • coordinate staffing on proposals, working with designated proposal leads and priorities to ensure timely delivery
  • leverage networks and opportunities with internal and external stakeholders to shape requirements
  • emphasize compliance with export/import regulations, the U.S. Foreign Corrupt Practices Act, and equivalent business ethics regulations
  • ability to multi-task and assist on more than one proposal at a time
  • assist Capture Manager in guiding proposal team personnel
  • ability to travel as needed, but no more than 10%
