The department is seeking an Experienced Procurement Coordinator to join their team. This role is essential for supporting Spokane Transit's operational goals by managing the procurement of materials, services, and equipment essential for daily operations and long-term initiatives. The Procurement Coordinator will function as a self-starter and team player with a solid understanding of purchasing policies, contract management, inventory control, and vendor negotiation. Reporting into the Purchasing department, the individual will take charge of coordinating the acquisition of supplies, finished goods, capital improvements, and contract services while ensuring compliance with statutory and internal policies. Job responsibilities include developing purchasing policies, investigating cost-saving opportunities through system changes, managing inventory systems, preparing bid requests, evaluating suppliers, and maintaining detailed purchasing records. This role requires proficiency in Microsoft Office, strong analytical skills to conduct cost-benefit analyses, and the ability to effectively collaborate with multiple departments. The position demands physical ability to handle materials and move objects up to 50 pounds occasionally, as well as strong communication skills to interact confidently with vendors and project teams. Job Requirements

  • Bachelor's degree in business, accounting or public administration or equivalent experience
  • Minimum of three years procurement and contract management experience
  • Proficient in Microsoft Office
  • Ability to handle and move materials up to 50 pounds
  • Strong verbal and written communication skills
  • Ability to work both independently and collaboratively
  • Knowledge of inventory control and purchasing best practices

Job Qualifications

  • Bachelor's degree in business, accounting, or public administration with emphasis in purchasing or materials management preferred
  • Three years related work experience including procurement, contract management, specification preparation, inventory control and employee supervision
  • Experience with purchasing policies and procedures
  • Strong analytical and communication skills
  • Proficiency within Microsoft Office environment
  • Ability to work independently and as part of a team
  • Knowledge of inventory management systems
  • Physical ability to handle materials and move objects up to 50 pounds

Job Duties

  • Coordinate and manage purchase of materials, finished products, supplies, capital improvements and equipment, and contract services for Spokane Transit
  • Assist in the development of purchasing policies and procedures in accordance with statutory requirements and good business practices
  • Investigate new products and systems and conduct cost-of-work analysis to evaluate potential savings through change of systems and equipment
  • Prepare and issue Requests for Proposals (RFP's) and Invitation for Bids (IFB's)
  • Review scopes of work and general bid specifications, conduct pre-bid interviews and analyze quotations and/or proposals
  • Evaluate and recommend the selection of suppliers
  • Maintain a system of inventory management including oversight and development of inventory classifications, maintaining minimum stock levels and inventory balance, establishing stock and parts identification system, issuance of materials from stock to user departments, and periodic cycle counting
  • Assist with preparing departmental budget, managing approved funds, and maintaining all purchasing records, data, and information to include purchase and price records, parts history, stock consumption records, bid specification files, materials and standards specification files, catalog files, and other records
