The role of Parks, Recreation & Community Services Manager: Senior Services is a vital citywide position responsible for leading and managing programs that serve the older adult population of Redwood City. This position oversees a broad spectrum of senior services, including recreation programming, wellness initiatives, social services coordination, special events, facility operations, community engagement, and partnerships. A central aspect of this role is ensuring the city’s brand new 45,000 square foot senior center remains a welcoming, active, inclusive, and responsive community space tailored to the needs of older adults.
As the Senior Services Manager, the individual will provide leadership and operational oversight of senior services programs and facilities, managing everything from staff supervision and budget administration to program development and strategic planning. The role demands strong collaboration with city departments, community organizations, regional agencies, volunteers, and service providers to enhance the overall quality of life, social connection, health, and lifelong learning opportunities available to senior residents.
This manager serves as a key liaison to community stakeholders and the Senior Affairs commission while contributing to long-range planning efforts focused on aging services. The role requires evaluating program effectiveness, supporting staff development, managing contracts, and ensuring excellent customer service delivery. Job Requirements
- Bachelor’s degree in public administration, recreation management, social work, or a related field
- minimum of three years of progressively responsible experience in senior services or community program management
- proven leadership and staff supervision experience
- strong organizational and communication skills
- ability to work collaboratively with diverse community groups and agencies
- proficiency in budget management and contract oversight
- valid driver’s license
- ability to work flexible hours as required

Job Duties
- Plan, direct, and oversee senior services programs, activities, events, and facility operations that support the health, wellness, recreation, and social engagement of older adults
- develop and evaluate programs, services, and community initiatives that respond to the evolving needs and interests of Redwood City’s older adult population
- oversee the daily operations of senior centers and related facilities, including scheduling, customer service, program coordination, and operational logistics
- supervise, mentor, and support full-time, part-time, and volunteer staff to ensure high-quality service delivery and positive community experiences
- lead outreach and engagement efforts to promote senior services programs, activities, resources, and special events
- manage budgets, contracts, agreements, and program resources while ensuring compliance with City policies and procedures
- collaborate across City departments and with regional agencies, nonprofits, healthcare providers, and community organizations to enhance services and support for older adults
