The Park Technician - Facilities position within the City of Bellingham is an essential role that supports the maintenance and operation of the City's park facilities. This full-time, union-represented position on the evening lock-up crew focuses on the preparation of parks for community events, facility cleaning, general maintenance, and security duties to ensure parks remain safe and enjoyable spaces for all users. The role requires a hands-on approach, technical skills ranging from janitorial work to minor building trades, and a commitment to exceptional customer service. Starting pay begins at $33.59 per hour with annual step increases up to $43.83, reflecting experience and city pay policies.
This position tasks the Park Technician with a variety of responsibilities including cleaning and sanitizing park restrooms, emptying trash, maintaining reservation records, and ensuring the safety of playgrounds and other park equipment through daily inspections. The technician addresses vandalism, graffiti removal, repairs, and collaborates with city police for enforcement when necessary. Additionally, this role includes operating equipment such as tractors, backhoes, forklifts, and power tools, and may require snow and ice removal during winter months.
The Park Technician also performs lock-up and security functions in parks, including securing restrooms, picnic shelters, and gates, while providing courteous and effective communication to park users about rules and regulations to promote voluntary compliance. This role requires working outdoors in varying weather conditions, handling physical labor such as lifting equipment up to 50 lbs, and using appropriate safety gear and protocols to manage moderate risk waste and hazardous situations.
Ideal candidates for this position bring at least two years of janitorial and building maintenance experience, including customer service skills with a demonstrated ability to interact effectively with diverse public populations. The position values applicants with knowledge or experience in carpentry, plumbing, and painting, as well as familiarity with Computerized Maintenance Management Systems (CMMS). Education such as an associate degree or coursework in park or facilities management may substitute for professional experience.
Candidates must hold a valid Washington State driver’s license, maintain certifications such as First Aid and CPR within one year of hire, and be willing to complete required city training programs including playground safety, de-escalation techniques, chainsaw safety, and custodial technician certification. The role demands availability for evening, holiday, and weekend shifts, reflecting the importance of securing and closing parks to the public outside normal business hours.

Job Requirements
- Two years of janitorial and building maintenance work experience
- One year of experience providing service and assistance to the public
- Intermediate computer skills including word processing, email, and basic data entry
- Willingness and ability to work in environments with exposure to moderate risks
- Valid Washington State driver’s license with good driving record
- Ability to pass criminal background and abuse records check
- Authorization to work in the United States
- Willingness to work evenings, holidays, and weekends
- Ability to secure First Aid and CPR certification within one year
- Must obtain flagging, traffic control, or forklift certification within 12 months
- Must complete playground safety, custodial technician, verbal judo/de-escalation, and chainsaw safety training within 12 months
Job Qualifications
- Two years of janitorial and building maintenance work experience
- One year of public customer service experience with demonstrated interpersonal skills
