Northrop Grumman's Aeronautics Systems sector is currently seeking a skilled Program Manager 2 to serve as the Supplier Management Team Lead in Melbourne, Florida. This is a pivotal leadership role responsible for overseeing supplier management activities in support of developmental hardware and software projects. The Supplier Management Team Lead will coordinate the efforts of engineers, subcontracts administrators, quality assurance personnel, logistics engineers, planners, and cost/material specialists to ensure supplier performance aligns with program goals. This role requires expertise in managing supplier deliverables through all phases including planning, procurement, production, testing, deliveries, and sustainment.

The successful candidate will actively engage in requirements analysis, technical trade studies, risk management, and vendor oversight to optimize supplier contributions. They will lead multidisciplinary teams, employing critical thinking and project management skills to navigate complex technical and programmatic challenges. Responsibilities also include conducting technical evaluations of supplier proposals, reviewing acceptance test procedures, cost and schedule reporting, and software documentation. The candidate must have experience with earned value management (EV) and be proficient in coordinating supplier requests related to waivers, deviations, and discrepancies. This role demands the ability to thrive in a dynamic, high-expectation environment while fostering collaboration across organizational levels.

The position requires maintaining a current Secret Clearance, with travel required about 25% of the time. The salary range for this position is between $139,100 and $208,700 annually, with potential for bonuses, overtime, and long-term incentives depending on role and experience. Job Requirements

  • Bachelor's degree or higher in STEM field
  • Minimum 9 years of related experience for Bachelor's degree holders
  • Minimum 7 years of related experience for Master's degree holders
  • Proven experience in project or program management on developmental contracts
  • Ability to obtain and maintain government Secret Clearance
  • U.S. citizenship
  • Willingness to travel up to 25% of the time
  • Strong leadership and communication skills
  • Ability to work effectively in a fast-paced, collaborative team environment

Job Qualifications

  • Bachelor's degree and 10 years or Bachelor of Science in STEM and 9 years of related experience
  • Master's degree and 8 years or Master of Science in STEM and 7 years of related experience
  • Related experience includes project management, program management, engineering leadership, capture efforts, proposals, or business management functions
  • Prior project and program management experience on a developmental contract
  • Ability to obtain and maintain government Secret Clearance
  • Experience managing suppliers under government/DOD developmental contracts preferred
  • Knowledge of T&M, CPFF, FFP contract types preferred
  • Experience with requirements development and flow down preferred
  • Skilled in technical evaluations of proposals preferred
  • CAM/EV training preferred
  • Experience in repair management, DMSMS evaluations, and MRP requirements preferred
  • Experience in supplier statement of work generation preferred

Job Duties

  • Coordinating the efforts of the supplier management team including engineers, subcontracts administrators, supplier quality assurance representatives, logistics engineers, schedule planners, and cost/material planners
  • Earned value management of labor and material control accounts
  • Coordinating and managing the execution of all phases of supplier performance including planning, proposals, new capability development, production, testing, deliveries, and sustainment
  • Conducting or coordinating review of supplier documentation such as technical evaluations of proposals, acceptance test procedures, cost and schedule reports, software version description documents
  • Reporting supplier status to Program Managers, GSC managers, and IPT Management
  • Managing supplier requests for waivers, deviations, and discrepancy reporting process
  • Verifying that End Item Data Packages and Subcontractor Data Requirements List items are reviewed and dispositioned
