The Manager of HSSE will be a pivotal figure within Arcadia, tasked with leading and overseeing the company's HSSE strategy across all U.S. manufacturing sites with an emphasis on meeting the complex regulatory landscape of California. This role demands an operational leader who will ensure consistency in safety standards, elevate environmental practices, and manage security initiatives across the enterprise. Reporting directly to the President of Arcadia, the Manager will play a critical role in driving a safety-first culture, reducing workplace risks, and maintaining compliance with both state and federal regulations. The position includes significant responsibility for managing Workers' Compensation processes and injury management in partnership with Human Resources, helping reduce lost time and improving recovery outcomes for employees.

The Manager is entrusted with oversight of multiple critical functions including regulatory compliance, incident management, environmental programs, emergency preparedness, and continuous safety training. They will lead cross-site safety committees and champion initiatives that promote continuous improvement in all aspects of health, safety, security, and environmental management. The role also involves detailed monitoring of regulatory changes, especially concerning Cal/OSHA standards and California environmental requirements, ensuring that Arcadia's policies and procedures remain current and effective.

With a national scope but localized focus on California, the Manager will be a subject matter expert guiding Arcadia’s sites through complex compliance landscapes while fostering a culture of accountability and engagement. This includes conducting hazard analyses, leading incident investigations, monitoring performance metrics, and supporting sustainability efforts. The position requires strong strategic and interpersonal skills to collaborate effectively with leadership teams, employees, regulators, and external partners.

This full-time role based in Vernon offers a dynamic work environment rooted in manufacturing operations and requires regular presence on the plant floor, which demands use of personal protective equipment and adherence to operational safety protocols. The candidate will also support emergency planning and response, lead security risk mitigation efforts, and ensure readiness for various emergency scenarios, making this a multifaceted leadership role that impacts the safety and sustainability performance of Arcadia’s operations nationwide.

Job Requirements

  • Bachelor’s degree in environmental health & safety industrial hygiene engineering or related field
  • 5+ years of progressive HSSE experience in manufacturing or industrial environments
  • Demonstrated multi-site or enterprise-level safety leadership experience
  • Strong working knowledge of Cal/OSHA and California environmental regulations
  • Experience partnering with HR on Workers’ Compensation claim management and injury recovery programs
  • Ability to travel nationally as needed
  • Ability to work full-time on-site in Vernon CA
  • Bilingual English/Spanish

Job Duties

  • Develop and execute HSSE strategy aligned with operational objectives across U.S. sites
  • Establish consistent safety standards policies and performance expectations nationwide
  • Serve as trusted advisor to senior leadership on HSSE risks trends and priorities
  • Lead cross-site safety initiatives committees and continuous improvement programs
  • Serve as primary expert on Cal/OSHA California environmental regulations and local agency requirements
  • Ensure full compliance for Vernon operations and support California-specific needs enterprise-wide
  • Lead regulatory inspections audits and interactions with state and federal agencies
  • Monitor regulatory changes and proactively update internal programs and policies
  • Oversee hazard identification risk assessments job safety analyses and corrective action programs
  • Lead incident reporting investigations root cause analysis and preventative action implementation
  • Drive reduction in recordable injuries near misses and operational risk through proactive safety programs
  • Track and report key safety performance indicators
  • Partner closely with HR to manage Workers compensation process including injury reporting claim management and return-to-work programs
  • Coordinate timely claim reporting documentation investigations and communications with carriers and third-party administrators
  • Support return-to-work modified duty and injury recovery programs to reduce lost time and support employee well-being
  • Analyze injury and claims trends to identify prevention opportunities and reduce overall cost of risk
  • Ensure compliance with California Workers Compensation requirements and reporting timelines
  • Oversee environmental compliance programs including hazardous waste management stormwater compliance air permitting and chemical handling
  • Maintain accurate environmental documentation reporting and recordkeeping across jurisdictions
  • Support sustainability initiatives and environmental impact reduction efforts
  • Coordinate facility security standards and risk mitigation protocols
  • Lead emergency response planning drills and crisis readiness across sites
  • Ensure preparedness for fire chemical release natural disasters and other emergency events
  • Develop and implement standardized HSSE training programs including OSHA/Cal/OSHA compliance lockout/tagout hazard communication confined space entry PPE and machine safety emergency response
  • Conduct internal audits and ensure timely corrective action closure
  • Support ISO 14001 and/or ISO 45001 management systems where applicable
