Within this framework, USPS is seeking an experienced Occupational Safety and Health Manager to oversee and manage safety programs within a designated territory. This role is pivotal in supporting the national safety and health initiatives by ensuring local compliance with policies, procedures, and legal requirements. The position involves a multifaceted approach to workplace safety, combining program administration, risk management, regulatory compliance, and employee engagement. The Manager will be responsible for the implementation and administration of several safety and health programs including injury compensation, Family and Medical Leave Act (FMLA) management, light duty assignments, reasonable accommodations, and medical management programs.
This role requires a proactive leader who can coordinate territory-wide safety initiatives while promoting awareness and compliance through strategic employee engagement. The Manager will guide field management by interpreting OSHA regulations, Workers Compensation standards, and other federal and postal regulations relevant to the safety and health domain. A key part of the position includes evaluating hazardous conditions and unsafe work practices, conducting accident investigations, and developing corrective action plans to mitigate risks. The Manager will also oversee the return-to-work program ensuring that injured employees are supported in their reintegration through appropriate work modifications and compliance with medical requirements.
In addition, the role includes significant collaboration with emergency management teams to address safety concerns during emergencies, participate in incident command structures, and support the development of emergency preparedness plans. Training and mentoring of occupational safety professionals within the team is another important component, fostering a high-performing, diverse, and engaged workforce.
The ideal candidate will demonstrate strong communication skills, both written and verbal, to effectively provide guidance, prepare detailed reports, and navigate complex compliance environments. This position reports to the Manager of Field Human Resources and involves leadership responsibilities, including performance management, professional development, and team building. Job Requirements
- Ability to manage a team of safety and health professional staff including making assignments monitoring progress evaluating performance providing technical guidance building effective work relationships and fostering workplace diversity engagement and inclusion
- Knowledge of federal laws and postal regulations policies and procedures sufficient to oversee implementation and administration of national occupational safety and health programs
- Knowledge of federal laws and postal regulations policies and procedures sufficient to oversee administration of workplace injury compensation programs including compensation claims unemployment claims return-to-work and third party recovery
- Ability to monitor and evaluate compliance of local work facilities locations and service areas with occupational safety and health programs policies and procedures and provide actionable remediation strategies
- Ability to develop modify and evaluate accident prevention plans and recommend changes based on local accident data to improve outcomes and compliance
- Ability to prepare and review documentation related to safety and health program cases and claims for accuracy completeness and appropriateness
- Ability to maintain accurate recordkeeping reporting and tracking procedures including OSHA reporting workplace injury logs and information registers
- Ability to communicate in writing sufficient to draft detailed documentation prepare reports reply to requests for information provide clarity and interpretation and explain positions and decisions
- Ability to communicate verbally to provide guidance and advice on safety and health issues establish partnerships explain policies and regulations and coordinate with others across locations and functions
Job Qualifications
- Knowledge of federal laws and postal regulations policies and procedures related to occupational safety and health programs
- Experience managing occupational safety and health initiatives and staff
- Ability to evaluate compliance and develop remediation strategies
- Strong communication skills in writing and verbally for providing guidance preparing reports and coordinating with others

Job Duties
- Plan develop prioritize and coordinate territory-wide occupational health and safety initiatives including local implementation of national policies and procedures
- Promote and support national initiatives to increase employee awareness and compliance
- Provide guidance to field managers on interpreting and applying laws regulations policies and standard procedures such as OSHA and Workers Compensation standards and requirements
- Manage inspection and evaluation of hazardous conditions and unsafe work practices and coordinate corrective actions
- Manage investigations of serious workplace accidents including fatalities and coordinate with the Office of the Inspector General on fraud and abuse claims
- Support Emergency Management Team on safety and health issues including participation in incident command and emergency planning
- Coordinate training efforts for field management and attend safety and health committee meetings
- Oversee preparation of documentation related to health and safety programs ensuring accuracy and completeness
- Administer return-to-work program for injured employees and coordinate related medical and personnel processes
- Manage a team of occupational health and safety professionals providing guidance feedback mentoring and development
