The role of Human Resources Manager at Shearwater Systems LLC is pivotal in maintaining and advancing the company’s commitment to its employees and organizational goals. This position is a key liaison between contract and corporate employees, ensuring seamless communication and coordination that supports the company’s operational excellence. Responsible for administering employee benefits and managing the annual open enrollment process, the HR Manager helps cultivate an informed and satisfied workforce. The role requires conducting recruitment efforts for entry-level external candidates using innovative candidate outreach methods as well as managing internal job vacancy announcements and interviews.

In addition to recruitment, the HR Manager oversees employee orientation, ethics, and sexual harassment training programs, reinforcing a culture of compliance and integrity. Providing employee counseling and addressing personal or performance-related concerns form an essential part of the job functions to support employee well-being and productivity. Compliance with federal and state regulations is mandatory, along with managing internal investigations into alleged wrongdoing and guiding resolution processes. This position also involves coaching supervisors to enhance their communication skills and engagement strategies, as well as monitoring employee progress and performance feedback.

Moreover, the HR Manager coordinates the submission and review of all Federal Investigation paperwork and acts as the primary contact for queries during investigations. The role also includes reviewing and approving timesheets, leave requests, handling FMLA and ADA accommodations, and ensuring adherence to the Service Contract Act. The position demands a strong oversight of payroll processes with experience in Deltek, CostPoint, and Fidelity systems preferred. Planning employee events such as holiday gatherings and award ceremonies also falls under the responsibilities, fostering a positive workplace culture.

Job Requirements

  • U.S. citizen
  • valid U.S. driver’s license
  • authorization to work in the U.S.
  • must be able to pass drug screening and background check
  • active security clearance preferred but not required
  • minimum B.S. degree
  • SHRM certifications such as PHR, SPHR preferred
  • minimum eight years' progressive federal contractor human resource experience including responsibilities listed above
  • demonstrated payroll processing knowledge
  • knowledge of government regulations i.e., SCA and Davis Bacon
  • ability to create and encourage a culture of collaboration, professionalism and a thriving environment for teams and individuals to excel
  • experience interpreting national and international regulations pertaining to employment, benefits and payroll
  • ability to thrive in a fast-paced environment

Job Qualifications

  • Minimum B.S. degree
  • SHRM certifications such as PHR, SPHR preferred
  • minimum eight years' progressive federal contractor human resource experience including experience in responsibilities listed above

Job Duties

  • Liaison between contract and corporate employees

  • trained fellow HR Staff Members how to review, complete and submit Federal Investigation paperwork
  • point of contact for any requests for additional information for investigations
  • review and approve timesheets with supervisor input
  • review and approve or deny leave requests
  • manage FMLA and ADA accommodation usage and requests
  • ensure Service Contract Act compliance
  • review invoices for accuracy before submitting to Customer for payment
  • verify employment information
  • reconcile leave accounts
  • plan employee events such as holiday gatherings and award ceremonies
