The General Manager role at Transdev for San Francisco Paratransit represents a critical leadership position within the company's operations. This role is responsible for overseeing a complex paratransit service operation that includes managing a fleet of over 125 paratransit vehicles and coordinating multiple taxi subcontractors, alongside cross-functional internal departments. The General Manager will lead all operational, financial, and administrative aspects of the San Francisco Paratransit program, driving service quality while ensuring compliance with contracts and regulatory standards including ADA and Section 504.

The ideal candidate is a strategic and operations-focused leader with a proven track record of managing large-scale transit or paratransit operations. The role demands exceptional skills in client relationship management, team leadership, contract compliance, budgeting, staffing, safety, and risk mitigation. The General Manager will oversee various leadership teams in operations, finance, payroll, IT, procurement, HR, maintenance, and customer service, fostering collaboration and driving performance improvements through data-driven decision-making and KPI monitoring.

Job Requirements

Job Qualifications

  • 5+ years of leadership experience managing a complex transit or paratransit operation of similar size and scope
  • experience with taxis and TNCs in paratransit service delivery preferred
  • strong contract management and budget oversight skills
  • bachelor’s degree in a related field
  • strong knowledge of transit regulations, labor relations, and operational best practices
  • excellent communication, presentation, and stakeholder-influence skills
  • proficiency with Microsoft Office and paratransit routing and scheduling software
  • strong organizational skills and attention to detail

Job Duties

  • Lead all operational, financial, and administrative functions of San Francisco Paratransit
  • manage client relations and ensure full contract compliance
  • oversee operations, finance, payroll, IT, procurement, HR, maintenance, and customer service leadership teams
  • direct performance management, scheduling, staffing, safety, and risk mitigation
  • oversee contracted service providers including Transdev Operations
  • monitor KPIs and implement strategies to improve service quality and efficiency
  • develop and manage operational budgets and cost-control measures
  • partner with corporate leadership on proposals, pricing, analysis, and procurement
  • guide labor relations activities including grievances, negotiations, and union interactions
  • ensure compliance with federal, state, and local regulations including ADA and Section 504
  • foster relationships with advisory committees, community partners, and stakeholders
