The Food Safety and Quality (FSQ) Manager at MegaMex Foods plays a vital role in maintaining and advancing the company's dedication to superior food safety and quality standards. Reporting directly to the Plant Manager and with a dotted line to the Director of Quality Management, R&D, and Regulatory, this leadership role serves as the primary liaison between Don Miguel and MegaMex/Hormel management. The FSQ Manager is entrusted with managing all aspects of food safety, quality, and sanitation programs within the plant, ensuring compliance with regulatory requirements including the Food Safety Modernization Act (FSMA), Hazard Analysis and Critical Control Points (HACCP) expectations, and USDA and FDA mandates. Responsibilities also extend to sustaining the Safe Quality Food (SQF) certification and meeting rigorous customer standards.

This position involves the design, implementation, and continuous improvement of systems that prevent chemical, physical, biological, and allergen hazards, reduce variability, and protect brand integrity. The FSQ Manager holds the authority to halt production or place products on hold if safety and quality standards are not met, demonstrating the critical role in safeguarding both consumers and the company’s reputation. The role oversees major programs such as HACCP, FSMA Preventive Controls, sanitation standard operating procedures (SSOP), environmental monitoring, allergen control, and finished product testing. The FSQ Manager also leads preparation and response to USDA, FDA, SQF, and customer audits, ensuring thorough pre-audit readiness and effective corrective actions.

Data-driven decision making is emphasized through building and publishing key performance indicators (KPIs), monitoring deviations, non-conformances, foreign material incidents, and customer complaints to drive continuous improvement initiatives. The role requires strong cross-functional collaboration with operations, engineering, R&D, procurement, and environmental health and safety teams to integrate food safety and quality by design into the production processes. An essential component of the FSQ Manager’s responsibilities includes supplier quality oversight, traceability, recall coordination, and incident management, maintaining compliance with FSMA traceability and recall requirements.

Leadership and team development are core to this position, supervising a team of 3 to 4 salaried FSQ professionals and associated technicians. This includes hiring, training, coaching, and performance management to build a strong food safety culture throughout the plant. The role demands proficiency in SPC and statistical analysis, root cause investigation, corrective and preventive actions (CAPA), and digital document and record control systems to uphold data integrity and audit readiness.

With requirements that include a Bachelor of Science degree in Food Science, Microbiology, Animal/Meat Science, Chemical/Biological Engineering or a related field, and over 5 years of progressive FSQ leadership experience in a USDA-regulated food manufacturing environment, preferably with readiness-to-eat (RTE) product experience, the FSQ Manager is a pivotal member of the MegaMex Foods leadership team. Certifications such as HACCP, PCQI, and experience with SQF and regulatory audits are crucial for success in this role. Job Requirements

Job Qualifications

Job Duties

  • Serve as site HACCP coordinator and Preventive Controls Qualified Individual (PCQI)
  • Own FSMA Preventive Controls program and verification activities
  • Lead and maintain SQF certification including program ownership, internal audits, management review, and continuous improvement
  • Ensure sustained compliance with USDA FSIS, FDA, and customer specifications
  • Own and maintain HACCP plans, hazard analysis, validation, verification, monitoring, corrective actions, and annual reassessments
  • Implement and oversee FSMA Preventive Controls including process, allergen, sanitation, and supply-chain controls with documented risk assessments and effectiveness checks
  • Lead SSOP programs and sanitation verification through visual inspection and ATP/indicator testing with robust documentation and CAPA
  • Manage a risk-based Environmental Monitoring Program (EMP) for pathogens and indicators including zoned swabbing, trending, escalation, and corrective actions
  • Oversee allergen control, CCP operator certification, test and hold, cooking/cooling deviation handling, and finished product pathogen testing
  • Lead on-site USDA, FDA, SQF, and customer audits including pre-audit readiness, hosting, response management, and sustainable CAPAs
  • Establish and manage an internal audit calendar covering prerequisite programs, HACCP/PC, GMP, sanitation, allergens, traceability, and supplier controls
  • Build and publish FSQ KPIs and trend results using SPC/statistical analysis to drive continuous improvement
  • Partner with cross-functional teams to reduce process/product variation through data-driven problem solving
  • Serve as Site Recall Coordinator managing traceability, mock recalls, and incident investigations with timely regulatory/customer communications
  • Ensure compliance with FSMA Traceability expectations with robust documentation
  • Oversee supplier approval and verification activities including risk-based assessments and non-conformance management
  • Develop and deliver plant-wide training on HACCP, GMPs, allergens, sanitation, foreign material prevention, and audit readiness
  • Own digital document management system for FSQ policies, SOPs, training, and records ensuring data integrity and audit retrievability
  • Partner with Operations, Engineering/Maintenance, R&D, Procurement, and EHS on process design, validations, equipment changes, and hygienic controls to embed FSQ by design
  • Directly supervise 3-4 salaried FSQ professionals including hiring, onboarding, training, coaching, performance management, and career development
