The Offutt Event Center, part of Offutt Air Force Base located in Offutt AFB, Nebraska, operates as a vital component of the Non-appropriated Fund Instrumentality (NAF) that supports morale, welfare, and recreation (MWR) activities for military personnel and their families. This agency plays a significant role in enhancing the quality of life for service members by providing a wide range of social, cultural, and recreational programs and special events that foster community spirit and support military functions. This recruitment announcement seeks a qualified individual to serve in a permanent part-time position (guaranteed 20 hours, up to 40 hours) as a Supervisory Manager at the Warhawk Community Center (WHCC), one of the key facilities managed by the Offutt Event Center. The role of the Supervisory Manager at WHCC involves comprehensive oversight of programs and activities designed to engage and support the community on the installation. This involves planning, developing, and executing a diverse array of social, cultural, and recreational events that align with Department of the Air Force Instruction (DAFI) standards and respond to customer feedback. The manager will coordinate unique and inclusive programs that serve military members, their families, and other stakeholders, ensuring a high-quality experience across all events held at the center.

Key responsibilities include managing budgetary processes for both Non-appropriated Funds (NAF) and Appropriated Funds (APF), maintaining financial accountability, and ensuring compliance with procurement, inventory, and accounting practices through various Air Force systems, including SAIS, IBPS, Aloha, and RecTrac. The position demands strategic workforce management, including staff training, scheduling, performance evaluation, and adherence to facility cleanliness and mandatory training standards. Moreover, the manager will work closely with marketing teams to promote events and increase participation via innovative campaigns.

Candidates for this role must be adept at managing complex operations under pressure, skilled in interpersonal communication, and have proven experience in financial management, customer service, and program administration. The position requires the completion of a background investigation with favorable results and adherence to drug testing policies. Job Duties

  • Responsible for oversight of the Warhawk Community Center programs
  • Plan, develop and execute diversified social, cultural and installation-wide special events
  • Complete after-action reports for each program
  • Schedule and publicize WHCC activities
  • Arrange for purchasing or procuring supplies and services
  • Work with Marketing to develop innovative campaigns
  • Develop and manage NAF and APF budgets
  • Maintain accountability of assets and finances
  • Review and evaluate purchases using AF systems
  • Manage workforce and staff training
  • Enforce facility cleanliness and mandatory training
  • Set employee work schedules and approve leave
  • Use SETS to maintain employee time sheets
  • Evaluate performance and recommend awards
  • Identify and resolve employee performance and discipline issues
  • Perform other duties as assigned
