The Environmental, Safety, and Health (ESH) Manager position at Layton Construction plays a critical role in maintaining and enhancing the company’s safety and environmental policies across various projects and business units. This position is responsible for implementing corporate, field, and office ESH policies and procedures in assigned business units and larger project sites. As a key leader, this role focuses on establishing a strong safety culture, managing safety programs, conducting regulatory reviews, and ensuring compliance with government regulations such as OSHA, MSHA, DOT, and EPA.
Specific duties include managing safety programs including complex insurance programs like Owner Controlled Insurance Program (OCIP), participating in pre-construction meetings to address safety aspects, monitoring incident reporting, reviewing injury and audit data to identify risks, and advancing safety training programs to achieve OSHA and MSHA compliance. The ESH Manager also interfaces with various internal teams such as project managers, site supervision, HR, marketing, and accounting, while maintaining vital external relationships with regulatory agencies and construction organizations such as AGC and ABC. This role also involves functional supervision of safety behavior among craft workers and employees to promote a safe work environment.

Job Requirements
- Bachelor’s degree in environmental safety and health or related field
- 2 to 5 years additional ESH experience preferred
- Knowledge of OSHA, MSHA, DOT, and EPA regulations
- ASP and CSP accreditations preferred
- Previous OCIP experience preferred
- Basic Spanish language communication preferred
- Excellent interpersonal and communication skills
- Ability to work well with internal and external teams
- Proficient in Microsoft PowerPoint, Word, Excel, Teams
- Strong problem-solving and organizational skills

Job Qualifications
- Bachelor’s degree in Environmental Safety and Health or related field, or equivalent combination of education and experience
- Excellent knowledge of OSHA, MSHA, DOT, and EPA regulations with application on project sites
- 2 to 5 years additional ESH experience preferred
- ASP and CSP accreditations preferred
- Previous OCIP experience preferred
- Basic Spanish language communication preferred
- Demonstrated interpersonal skills working with internal and external teams
- Ability to develop team members through delegation and coaching
- Understanding and application of industrial hygiene principles and best practices
- Skilled at verbal and written presentations and communications
- Working knowledge and experience with Microsoft PowerPoint, Word, Excel, Teams
- Strong problem-solving, organization, attention to detail, and focus on continuous improvement
Job Duties
- Champion “The Layton Way” by delivering predictable outcomes for internal teams, external teams, and customers
- Ensure “Constructing with Integrity” by promoting honesty, unity, safety, and quality of work
- Assist in establishing safety culture within assigned business units
- Manage safety programs including Owner Controlled Insurance Program (OCIP) and complex risk management projects
- Provide regulatory and policy review, interpretation, and technical advice
- Recommend improvements and provide technical review of ESH tools, processes, policies, and training
- Review audit summaries, daily observations, and injury statistics to propose programs to lower risks on projects
- Assist VP of Safety with monitoring new legislation and proposing changes
- Monitor workers’ compensation issues on projects
- Conduct incident review meetings to train on accident avoidance
- Oversee monthly audit program to document compliance and safety program effectiveness
- Implement training programs for OSHA/MSHA compliance
- Participate in pre-construction meetings highlighting project safety needs
- Ensure accurate and prompt accident reporting with prevention measures
- Assist with injury management focusing on industrial medical care and cost control
- Functionally supervise safety behavior of all craft workers and employees in assigned units
- Interact with SBU leaders, craft personnel, site supervision, HR, marketing, and accounting for efficient ESH administration
- Interface with government agencies and represent the company at construction-related organizations
- Perform other related duties as assigned
