Job Description

The Director of Fare & Revenue Programs at SMCTD is a key leadership role responsible for directing all fare-related programs across multiple agencies within the District, including SamTrans, Caltrain, the San Mateo County Transportation Authority, and the 101 Express Lanes Joint Powers Authority. Job Requirements

  • Bachelor’s degree in business administration, economics, finance, or a related field
  • Seven years of full-time progressively responsible professional experience in public transit, transportation planning, revenue management, or related field
  • Three years of full-time management experience supervising technical, professional, or administrative staff
  • Experience managing budgets, financial reporting, and revenue systems or comparable oversight
  • Ability to work cross-functionally and coordinate multi-stakeholder initiatives
  • Experience with ERP databases
  • Strong communication and leadership skills
  • Commitment to safety and promoting a culture of accountability and operational excellence

Job Qualifications

  • Bachelor’s degree in business administration, economics, finance, or related field
  • Seven years of full-time progressively responsible professional experience in public transit, transportation planning, or revenue management
  • Three years of full-time management experience supervising staff
  • Demonstrated experience managing budgets, financial reporting, and revenue systems
  • Knowledge of fare programs and revenue policies in public transit environments
  • Ability to provide guidance to senior leadership and boards
  • Proven team management skills including managing supervisors
  • Experience working with multiple internal and external stakeholders
  • Experience with ERP databases, PeopleSoft experience desirable
  • Strong communication skills for conveying complex financial information

Job Duties

  • Provide strategic leadership and oversight of the District’s fare programs and revenue generating activities
  • Advise executive leadership and cross functional partners on revenue policies and fare strategies
  • Direct revenue management including fare revenue and fare media
  • Oversee revenue collection programs including accounting, auditing and financial reporting
  • Coordinate and guide the execution of approved fare initiatives
  • Responsible for the SamTrans and Caltrain fare systems, infrastructure, and programs
  • Oversee revenue accounting, reconciliation, internal controls, and reporting
  • Oversee coordination with regional partners to advance fare system initiatives
  • Direct development and continuous improvement of revenue and fare-related procedures
  • Work cross-functionally with internal departments for successful project execution
  • Supervise, hire, mentor, train, and coach staff ensuring EEO compliance
  • Coordinate staff training and professional development
  • Establish and monitor performance objectives
  • Monitor and evaluate employee performance
  • Coordinate cross-departmental activities to implement fare programs and policies
  • Oversee revenue reconciliation and audit readiness
  • Direct Fare Program Manager to lead fare system upgrades and technology enhancements
  • Oversee development of fare program strategies
  • Oversee revenue and ridership forecasting, variance analysis, and financial reporting
  • Collaborate with Planning, Real Estate, and Finance for data analysis and projections
  • Ensure operational reliability of fare collection systems
  • Manage staff supporting professional development
  • Promote safety awareness and follow safety procedures
  • Perform other duties as assigned
