Job Requirements
- Bachelor's degree in emergency management, safety management, operations management, transportation, or related field or equivalent combination of education and experience
- ten years of experience in emergency management, disaster preparedness, public health preparedness, hazard mitigation planning, or related areas
- valid driver's license
- ability to manage multiple projects and programs simultaneously
- excellent verbal and technical writing skills with samples of previous planning documents
- proficiency in Microsoft Office including Word, Excel, and PowerPoint
- Certified Emergency Manager (CEM) preferred
- completion of ICS 100, 200, 300, 400, 700, and 800 preferred
- familiarity with Homeland Security Exercise and Evaluation Program (HSEEP)
- knowledge of transit-specific emergency scenarios including derailments and transportation accidents preferred
- Federal Transit Administration Public Transportation Safety Certification Program (PTSCTP) or USDOT Transportation Institute Transit Safety and Security Program certificates preferred

Job Duties
- Lead, manage, and direct SEPTA's emergency preparedness and management functions
- direct development, implementation, training, and ongoing review of SEPTA's Emergency Management Operations Plan
- ensure plans comply with federal, state, and local regulations including DHS, FEMA, FRA, FTA, SSOA, and state standards
- oversee acquisition and maintenance of emergency response equipment and resources
- coordinate with Fire Life Safety personnel to develop and implement fire/life safety policies and evacuation plans
- lead development of Continuity of Operations Plans
- collaborate with communications teams to develop crisis communication materials and public information dissemination
- recruit, train, and manage emergency management personnel
- develop and implement strategic initiatives for long-term emergency preparedness
- plan and execute training, testing, and exercise programs including drills and full-scale exercises
- conduct After Action Reviews and maintain emergency readiness metrics
- establish and maintain government and community relationships for hazard mitigation and emergency coordination
- represent SEPTA in internal and external emergency management activities
- partner with internal departments for hazard mitigation and recovery planning
- perform duties as required in a 24/7 operational environment
- perform other duties as assigned
