Job Qualifications
- Experience reviewing and processing drawback claims
- knowledge of customs laws, regulations, and trade agreements
- ability to classify merchandise and analyze export and manufacturing records
- proficiency in conducting compliance reviews
- public speaking and outreach experience
- analytical skills for evaluating complex claims and documentation
- effective communication skills to guide claimants
- education substitution permitted at GS-11 with Ph.D. or equivalent doctoral degree or three years of graduate education
- knowledge of federal employment requirements and background investigation process
Job Duties
- Reviewing and processing drawback claims and supporting documentation
- applying customs laws, regulations, and procedures
- interpreting customs requirements or similar regulations involving rates of duty
- classifying merchandise, entry requirements, manufacturing records, export documentation, and accounting and inventory records
- reviewing and making independent decisions on drawback claims of average to high complexity
- participating in public outreach programs including presenting seminars and providing guidance to claimants
- conducting compliance reviews of records to confirm eligibility for drawback and evaluate company drawback systems
- determining sufficiency of bonds and making determinations on drawback privilege requests such as Accelerated Payment and Exporters Summary Procedure
