Job Requirements
- Meet all qualification requirements including education if applicable
- meet all applicable time-in-grade requirements
- pass thorough background investigation including disclosure of felony convictions or charges and controlled substance use
- meet residency requirement of three of the last five years physically residing in the United States or protectorates
- disclose prior political appointment employment if within last five years
- serve one year probationary period for new federal employees
- experience refers to both paid and unpaid work including volunteer service relevant to the position
- ability to work with sensitive federal information
- U.S. citizenship preferred
Job Qualifications
- One year of specialized experience equivalent to at least the next lower grade level for GS-11
- experience reviewing and processing drawback claims and interpreting customs requirements
- experience classifying merchandise and reviewing export and manufacturing records
- experience reviewing complex drawback claims at the GS-12 level
- experience performing compliance reviews of company drawback systems
- experience making determinations concerning claimant rights and privileges
- effective participation in public outreach and seminars
- educational substitution allowed for GS-11 with Ph.D., equivalent doctoral degree, or LL.M. in related field
- knowledge of federal customs laws and trade agreements
- strong analytical and decision-making abilities
Job Duties
- Reviewing and processing drawback claims and supporting documentation
- applying customs laws, regulations, and procedures
- interpreting customs requirements involving determinations of rates of duty
- classifying merchandise, entry requirements, manufacturing records, export documentation, and accounting and inventory records
- reviewing and making decisions independently on drawback claims of more than average difficulty and complexity
- participating in public outreach programs and providing guidance to claimants
- performing compliance reviews of records to establish goods’ eligibility for drawback
- making determinations about claimants’ request for drawback privileges including accelerated payment and bond sufficiency
