Job Description

The City of Lathrop is a dynamic and fast-growing municipality located in the Northern San Joaquin Valley, California. Incorporated in 1989, Lathrop is strategically positioned east and west of the San Joaquin River, intersected by Interstate 5, Interstate 205, and State Route 120, making it a pivotal hub within the region. It is approximately 70 miles east of San Francisco and 70 miles south of Sacramento, with several notable destinations such as Monterey, Santa Cruz, Napa Valley, and the Sierra Nevada Mountains within a two-hour drive. The city itself is part of a vibrant community within a 30-minute commute of nearby cities including Tracy, Manteca, Stockton, Ripon, Lodi, Modesto, and Livermore.

Lathrop has experienced significant population growth, ranking as the second fastest-growing city in California with a population over 30,000 residents as of 2026, estimated to have increased to around 40,942 residents from 38,791 in 2025. This growth is expected to continue, with projections estimating the population around 70,000 in coming years. The city’s development into a thriving residential and commercial community reflects its expanding opportunities and commitment to quality public service.

Within this context, the City of Lathrop’s Finance Department is seeking to establish an eligibility list for the position of Customer Service Representative I. This full-time role offers an annual salary range of $61,155 to $74,336. The Customer Service Representative I is an entry-level position within the Customer Service series, designed to develop the journey-level knowledge and skills necessary to perform more complex duties over time.

Under immediate supervision, incumbents will start by handling routine and less complex accounting and customer service tasks while gaining familiarity with City policies and procedures. They will be responsible for various clerical and technical assignments involving accounts payable, accounts receivable, utility billing, and business and animal license processing and issuance. The role also includes cash handling and cashiering duties, working directly with the public both in person and over the telephone.

This position is an excellent opportunity for individuals looking to begin or advance a career in public administration or municipal finance. The Customer Service Representative I supports critical City functions by maintaining accurate financial records, ensuring customer inquiries and payments are processed efficiently, and assisting with various administrative responsibilities. It also offers career progression potential, as incumbents who demonstrate proficiency and gain the requisite experience may advance to the Customer Service Representative II level.

The City of Lathrop is committed to providing a professional and supportive work environment. It offers comprehensive benefits including health, dental, vision, and life insurance coverage, a competitive retirement plan through CalPERS, paid vacation, holidays, and sick leave, and additional employee programs such as tuition reimbursement and flexible spending accounts. Reasonable accommodations are available for applicants with disabilities, and the City firmly supports equal employment opportunity principles.

Individuals who thrive in customer-oriented roles, possess strong organizational skills, and are eager to contribute to a growing community will find this position rewarding. This role demands proficiency in clerical tasks, accuracy in financial transactions, excellent communication skills, and a commitment to exceptional public service. The City of Lathrop welcomes applications from qualified candidates ready to join a progressive municipal workforce dedicated to serving the interests of its citizens.
