Job Description

The Chattanooga Housing Authority (CHA) is a public agency dedicated to providing affordable housing solutions and enhancing the quality of life for residents in Chattanooga, Tennessee. The role of Community Services Representative at CHA is a part-time position designed to provide essential administrative support within the Housing Operations Department. This position plays a crucial role in facilitating communication between residents and the housing authority, ensuring that resident needs are addressed efficiently and in accordance with CHA policies. The Community Services Representative is responsible for a diverse range of duties including handling resident inquiries and complaints, managing resident intake processes, supporting lease agreements, and coordinating rent collection through the Elite tenant accounting system.

In this role, the individual will also perform site inspections and maintenance coordination, participate in eligibility verification through HUD and other systems, and maintain accurate and confidential records in full compliance with HUD regulations. The position requires strong interpersonal skills to effectively interact with residents from diverse backgrounds, a solid understanding of housing laws and regulations, and the ability to support CHA’s mission by fostering positive community relationships. The Community Services Representative acts as a critical liaison between residents, maintenance staff, case management, and the Community Manager, ensuring smooth operations and delivery of services.

This individual is expected to exhibit discretion and maintain confidentiality while handling sensitive information. The job also involves walking the property and inspecting units, so physical capability to perform these duties is important. Job Requirements

  • A high school diploma or GED
  • one to three years' administrative support or office experience preferred
  • ability to operate personal computers for word processing and spreadsheets
  • strong interpersonal skills
  • knowledge of affordable housing laws and regulations
  • ability to communicate effectively orally and in writing
  • ability to mediate disputes
  • proficiency with Microsoft Word and Excel
  • must be bondable
  • valid driver's license and reliable transportation
  • insurable under CHA automobile insurance if driving is required
  • ability to handle confidential information
  • ability to perform physical activities such as walking the property, bending, stooping, kneeling, and lifting moderately heavy objects
  • willingness to submit to criminal background and drug screening
  • ability to work independently and in groups

Job Qualifications

  • High school diploma or GED
  • one to three years' experience in administrative support, office management, or related field preferred
  • strong interpersonal and communication skills
  • ability to operate office equipment and computer software including Microsoft Word and Excel
  • knowledge of local, state, and federal laws governing public and subsidized housing
  • basic knowledge of site management and operations of affordable housing developments
  • ability to mediate disputes and resolve issues
  • bilingual in English and Spanish is desirable
  • ability to prepare professional reports
  • knowledge of community and social services
  • demonstrated ability to maintain confidentiality and secure participant information
  • proficiency in housing operations and accounting software
  • ability to work independently and use sound judgment
  • ability to interact with diverse populations effectively.

Job Duties

  • Handles resident questions, requests, and complaints patiently, politely, and in compliance with CHA policies
  • handles resident intake and move-in process, including waiting list management, unit offers, resident orientations, lease preparation and signing, and apartment move-in inspections
  • collects and deposits rent payments and other monies, ensuring all transactions are processed accurately in the Elite tenant accounting system
  • interacts with residents to enforce lease and program requirements and refers unresolved problems to the Community Manager
  • receives resident work order requests and generates work orders for maintenance staff
  • refers residents needing supportive services to case management staff
  • conducts housekeeping inspections and prepares related reports
  • walks site grounds to ensure units and grounds are safe and attractive
  • interacts with and interviews residents to determine eligibility in reexamination processes
  • accesses HUD and other verification systems to validate participant information
  • compiles and reports information and results to the Community Manager
  • maintains participant files in accordance with CHA policy and HUD regulations
  • provides general administrative support to site office
  • exhibits and encourages behaviors upholding CHA's core values
  • keeps abreast of applicable HUD and local regulations and makes recommendations
  • establishes and maintains effective working relationships with board members, residents, contractors, and officials
  • participates in meetings related to CHA
  • reports to assigned work locations reliably
  • provides customer service through calls, emails, and correspondence
  • handles confidential matters with discretion
  • performs other duties as directed.
