The role of the Application Development Manager for Billing Systems & Operations at Astound is a pivotal leadership position managing a multi-disciplinary team comprising Q&A testing staff, software developers, and system administrators. The primary responsibility is overseeing all technical aspects related to system administration, development, and integration of the internal Business Support Systems/Operations Support Systems (BSS/OSS) platform critical for the company’s billing and operational functions. This manager will work closely with various internal teams to coordinate enhancement requests and implement new functionalities that align with Astound’s strategic business goals. Key responsibilities include full system administration of the BSS/OSS platform and its integrated systems, ensuring robust backup plans, replication, security protocols, and hardware management are in place. The role also involves maintaining the system through regular patching of operating systems and applications, managing development and training environments, and supporting special projects. The manager will design and maintain integration points for usage-based rating products, facilitate data migration activities, and implement proprietary integration solutions such as socket and HTTP Post interfaces for provisioning different service offerings. The position requires developing custom reports, user interfaces, and financial processes that enhance the BSS/OSS ecosystem. Additionally, it demands strategic oversight, mentoring, and career development support for the team members, fostering a high-performance culture. The Application Development Manager will play a vital role in project scoping, resource allocation decisions, and upholding company best practices. This position offers a competitive base salary ranging from $115,000 to $125,000 annually and comes with a comprehensive benefits package. Job Requirements

  • Bachelor’s degree in computer science, software engineering, or related field
  • 7-10 years of relevant professional experience
  • At least 5 years experience in a mentoring capacity preferred
  • Experience with Ruby, Ruby on Rails, Perl, JavaScript, Git, and relational databases
  • Knowledge of software engineering best practices and full SDLC
  • Experience deploying and maintaining production applications and environments
  • Experience with NetCracker ICOMS platform
  • Certifications or proficiency in IBM iOS, Unix, and/or Linux system administration
  • Experience implementing cybersecurity requirements and safeguards
  • Proficiency with SQL (DB2), RPG, and CL programming
  • Preferred experience with telephony mediation and rating
  • Familiarity with MS SQL Server SSIS, SSRS, SSAS
  • Preferred experience with XML, HTML, and JavaScript
  • Understanding of BSS/OSS and ERP system integrations

Job Qualifications

  • Bachelor’s degree in Computer Science, Software Engineering, or related field
  • 7-10 years of relevant professional experience
  • At least 5 years in a mentoring or leadership capacity preferred
  • Proficient in Ruby, Ruby on Rails, Perl, JavaScript, and Git
  • Knowledge of professional software engineering practices and SDLC including Agile
  • Experience with production application deployment and release processes
  • Experience with NetCracker ICOMS platform
  • Proficiency in IBM iOS, Unix, and/or Linux server administration
  • Skilled in implementing cybersecurity safeguards
  • Proficiency with SQL (DB2), RPG, CL programming
  • Experience with Telephony mediation and rating preferred
  • Familiarity with MS SQL Server SSIS, SSRS, SSAS preferred
  • Experience with XML, HTML, and JavaScript preferred
  • Understanding of BSS/OSS integration with ERP systems

Job Duties

  • Manage system administration of the BSS/OSS platform and integrated systems
  • Maintain system backups, replication, security, and hardware
  • Perform system maintenance and apply patches to OS and applications
  • Administer multiple application environments for development and training
  • Design and maintain integration points for usage-based rating products
  • Assist with data extraction, formatting, and migration tasks
  • Implement proprietary socket and HTTP Post integrations for provisioning
  • Develop custom reports, user interfaces, and financial processing applications
  • Lead and mentor a team of Q&A testers, developers, and administrators
  • Collaborate with business analysts and project managers on multiple initiatives
  • Support new project scoping including estimates and architecture design
  • Ensure compliance with company best practices and security requirements
