Job Description

The Child Development Center (CDC) at Schofield Barracks, located in Hawaii, operates under the Morale Welfare and Recreation (MWR) program, offering essential childcare services to military families and civilian employees. This employment opportunity is specifically for the position of a Child and Youth Services (CYS) Employee at the CDC, primarily involving administrative and clerical duties that support smooth operation of the facility. The role requires dedication to maintaining a professional and welcoming environment where children, parents, and visitors receive courteous assistance. The employee will handle responsibilities including registration and termination of children and youth within the CYS program, managing data with the Child and Youth Management System (CYMS), answering telephone inquiries, and ensuring compliance with program policies related to enrollments, fees, and waiting lists.

Employees in this position benefit from the Childcare Fee discounts, including 100% discount for the first child and 25% for additional children, which applies to those working at least 15 hours per week. Although incentives and bonuses are not available for this role, employees will enjoy commissary privileges as part of a temporary Department of Defense approval until the end of 2026. The position involves a mix of regular office functions and interaction with program participants, requiring excellent organizational, communication, and customer service skills.

The role may require work during irregular hours, evenings, or weekends, and may also involve travel to on- and off-post locations. Successful candidates must demonstrate commitment to ongoing training and compliance with health and safety requirements, including vaccinations and background investigations. Job Requirements

  • Direct deposit and social security card required
  • Meet qualification, eligibility, and background requirements
  • One-year probationary period may be required
  • Successful completion of employment verification (E-Verify)
  • Completion of background checks according to AR 215-3 and Child Care Tier 1 investigation
  • Current health assessment with documentation of good mental and physical health, freedom from communicable disease, and required immunizations
  • Successful completion of annual training requirements
  • Ability to work irregular hours, evenings, or weekends
  • Willingness to travel to on and off post locations

Job Qualifications

  • Experience working in an office setting with administrative and clerical procedures
  • Familiarity with customer service concepts and communication techniques
  • Experience using office automation tools such as Microsoft Word, Excel, PowerPoint, and Outlook
  • Experience managing filing systems and maintaining attendance records
  • Ability to demonstrate proper grammar and composition skills for preparing written materials
  • Proficiency in entering and maintaining information in automated databases
  • At least one year of experience equivalent to NF-02 grade level for NF-03 candidates
  • Experience using automated systems for childcare operations is highly preferred

Job Duties

  • Receive children, youth, parents, and visitors in a courteous and professional manner
  • Answer telephones, ascertain nature of calls, and direct callers to appropriate staff
  • Ensure proper sign-in of parents, children, youth, and visitors before entry into the facility
  • Monitor children's departure to ensure authorized individuals only remove them
  • Register and terminate children and youth within the Child and Youth Services program and waiting list database
  • Utilize the Child and Youth Management System for data entry and transaction recording
  • Provide administrative support including mail preparation, copying, distribution, correspondence, memorandums, briefings, and daily reports
  • Articulate policies on patron fees, waiting lists, enrollments, terminations, and program events
  • Coordinate vacancies and reservations for hourly care programs as required
