About South Portland Housing Authority
The South Portland Housing Authority (SPHA) is a public agency dedicated to providing quality, affordable housing for low to moderate-income individuals, families, seniors, and persons with disabilities in South Portland, Maine. Established in early 1943 to address the housing needs during World War II, SPHA has evolved to offer various housing programs aimed at fostering self-sufficiency and economic independence among residents.
Housing Programs and Properties
SPHA owns and manages over 700 housing units across South Portland and 60 units in Scarborough, Maine. These properties are part of programs designed to meet diverse community needs.
- Public Housing: 346 units offering affordable housing to low-income individuals and families, including St. Cyr Court (100 units), Landry Village (50 units), Hazard Towers (100 units), and Scattered Sites (96 units).
- Betsy Ross House: A 123-unit facility for individuals aged 62 and older.
- Thornton Heights Commons: A 42-unit complex with one, two, and three-bedroom apartments; 33 units are affordable housing, located at 611 Main Street, unveiled in October 2023.
- Jocelyn Place: 60-unit facility in Scarborough for individuals aged 55 and older.
- Ridgeland Estates and Ridgeland Gardens: 80 and 44 units for individuals aged 55 and older respectively.
- Mill Cove: 82-unit property with one and two-bedroom units for individuals aged 62 and older.
- Adam Court: 10-unit complex with two-bedroom units for individuals with disabilities.
SPHA also administers the Section 8 Housing Choice Voucher Program, providing rental assistance to very low-income families to rent housing in the private market. This program serves multiple areas including South Portland, Scarborough, Cape Elizabeth, Old Orchard Beach, and others.
