The Mid-America Regional Council (MARC) is a nonprofit association of city and county governments and the Metropolitan Planning Organization (MPO) for the bistate Kansas City region. Established in 1972, MARC serves nine counties and 119 cities, providing a collaborative platform for local governments to address regional challenges and opportunities.

MARC's mission is to build a stronger regional community by addressing economic, social, and environmental issues that impact the Kansas City area. The organization operates through several interrelated focus areas, each playing a crucial role in achieving its vision of a region that supports its people, places, and communities.

Focus Areas

  • Aging: Strengthening support for older adults and promoting aging in place.
  • Early Learning: Developing quality early learning programs for all children.
  • Economy & Housing: Building a competitive regional economy with abundant housing options.
  • Environment: Creating a healthy environment with clean air and water.
  • Health: Improving health outcomes through nutrition and mental and physical health supports.
  • Local Government: Assisting cities and counties in working more efficiently and effectively.
  • Safety & Security: Coordinating effective emergency services and a reliable 911 system across boundaries.
  • Transportation: Working toward a safe and balanced transportation system.

In the Aging focus area, MARC serves as the Area Agency on Aging for five Missouri counties—Cass, Clay, Jackson, Platte, and Ray—providing services such as home-delivered and congregate meals, transportation, in-home care, information and referral services, legal services, and ombudsman services to approximately 8,000 vulnerable older adults annually.

In the Economy & Housing focus area, MARC collaborates with local leaders and stakeholders to address regional housing challenges. Their goal is to ensure that housing is plentiful and affordable, impacting access to jobs, education, economic development, and quality of life.

Metropolitan Planning Organization

As the Metropolitan Planning Organization (MPO) for the Kansas City region, MARC is responsible for transportation planning, including both long- and short-range plans. The organization oversees the allocation of federal and state transportation funds. It works closely with other programs, such as air quality and land use forecasts.

Funding and Budget

MARC is funded by federal, state, and private grants, local contributions, and earned income. A significant portion of its budget is passed through to local governments and other agencies for programs and services.

Location
